About the Position: As Chief of Navigation Division you are responsible to the Commander for direction of the Corps' West Coast hopper dredge fleet on projects along the West Coast and in Alaska and Hawaii. As the Navigation Program Manager you will have wide latitude for planning, coordinating, and managing Navigations Operations and Maintenance (O&M) Program execution.
Duties
Manage the Navigation Program direction for the West Coast hopper dredge fleet.
Manage the operations and maintenance program for dredging projects.
Establish and implement mission goals encompassing operation and maintenance of navigation project and the floating plant fleet.
Conduct periodic program review and analysis to compare progress with objectives and established milestones.
Serve as the senior advisor to the District Commander, management staff of the District, customers, local representatives, on Navigation Program Operations and Maintenance.
Provide leadership and guidance for the Navigation Division.
Facilitate communication and collaboration among USACE, private entities, and other Federal, State, and local stakeholders.
Analyze long range plans, factoring in social, political, economic and public ramifications.
Supervise the Navigation Division, holding authority to approve the full range of personnel management actions.

Qualified applicants for this position will describe in their resume at least one year of specialized experience equivalent to the GS-14 level in federal service with program and/or project management including management of funds, preparing budgets, planning and coordinating, and directing short and long range work programs and/or projects; as well as managing communication with private entities and stakeholders, and other federal, state and local governments.
