About the Position: Serve as the Program Executive overseeing the execution of the Department of Veterans Affairs International and Interagency Support Projects. These projects are large, complex, and comprehensive in scope, necessitating an Integrated Program Management Office (IPO) to successfully plan and execute. Note: This announcement has been re-announced to correct an administrative error.

Duties

Implementing innovative acquisition, design, and construction approaches requiring a vast amount of coordination and daily interaction between the U.S. Army Corps of Engineers (USACE) and several stakeholders. Serving as the Chief of the Integrated Project Office responsible for extensive strategic planning, communication, and integration of a comprehensive and diverse team to execute the Veterans Affairs Support Projects safely, on time, and on budget. Overseeing complex design and construction of hospitals, outpatient clinics, parking garages, and administrative buildings, including telecommunications, utilities, site improvements, and security systems necessary for a complete and usable facility. Exercising delegated authority to manage and execute the Veterans Affairs Support Division mega project through design to construction completion. Implementing multi-tiered governance to collaborate with district and contractor leadership, and principal staff to establish broad mission requirements and objectives. Maintaining corporate goals and objectives, consistent with commitments, policy, and measurable performance criteria. Supervising, coordinating, guiding, and directing the on-site Area or Resident Engineer and staff engaged in construction operations and contract administration. Monitoring contract administration activities to ensure the accurate and efficient administration and close-out of contracts. Supervising a staff of professional, technical, and administrative employees engaged in project management, budgeting and resourcing, scheduling, cost estimating, engineering, construction management, quality assurance and administrative support.

  • Project Management Professional Certification within 18 months of appointment.
  • Valid State Drivers License.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1.) managing large, complex, and high visibility design and construction projects from inception to completion; 2.) directing program and project milestones with internal and external customers to ensure project completion within established parameters; 3.) Communicating with stakeholders within, across, and external to the organization in order to influence or exchange information, manage expectations, and resolve complex issues as a result of program execution, deadlines, and changing priorities; 4.) leading and managing diverse staff of professional, technical, and administrative personnel in the execution of project and program assignments; and 5.) overseeing the full scope of a large complex program to include personnel, schedule, budget, contracts, multiple stakeholders, resources, etc. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
