This position is in the Office of the Associate Administrator for Administration, Office of the Chief Information Officer (CIO), Pipeline and Hazardous Materials Safety Administration (PHMSA), Department of Transportation (DOT). This office has full responsibility for over sight and management of Information Resource Management systems and applications throughout PHMSA and its regional field offices.

Qualifications
To meet the minimum qualifications for this position, you must meet the specialized experience requirements.To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:
Experience serving in a technical senior or leadership role (IT solution architect, enterprise architect, technical lead, etc.) responsible for successfully architecting a major IT project.
Experience conducting detailed Artificial Intelligence (AI) analysis and modeling of a systems current or planned technical architecture.
Experience conducting and developing technical workshops and meetings with technical and business customers, executive management, and/or partners to drive effective services and implementations.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Artificial Intelligence - Knowledge of the principles, methods, and tools used to design systems that perform human intelligence functions.
Enterprise Architecture - Knowledge of principles, concepts, and methods of enterprise architecture to align information technology (IT) strategy, plans, and systems with the mission, goals, structure, and processes of the organization.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
