You will serve as a Lead Paralegal Specialist in the Office of the Judge Advocate General (OJAG), Administrative Law Division (Code 13).

Duties

You will lead a team in the administration and execution of records management, NARA records disposition, work flow, database management, office correspondence, facilities management, information technology, training, and supply procurement. You will maintain and publish standard operating procedures for records management, NARA records disposition, work flow, database management, office correspondence, and supply procurement. You will instruct the employees in specific tasks, job techniques, and standard operating procedures, and make available reference materials and supplies. You will be responsible for the intake and tracking of, managing the correspondence associated with, and providing the initial review and analysis on all appeals from Navy and Marine Corps service members challenging Physical Evaluation Board. You will perform research on prior decisions, and analyze and evaluate technical evidence related in order to recommend whether an appeal should be granted or denied. You will provide the Legislation and Regulations Branch Head with thorough and accurate written research results by interpreting FOIA and PA statutes, regulations, and opinions, including review and redaction of records responsive to FOIA requests. You will serve as the Federal Register Officer for the DON, ensuring public notice of actions by SECNAV, CNO, CMC, and their respective organizations are published accurately and on time, as required by federal law.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: knowledge of the application of various laws, court and/or administrative decisions and interpretations, rules, regulations, policies, and procedures which pertain to the administration of disability law, Freedom of Information Act/Privacy Act (FOIA/PA), and the Federal Register, and performing duties that include the following: 1) Conducting extensive and thorough legal research into the legislative history, precedent cases, decisions, and opinions that may be applicable to particular legal matters; 2) Performing research, analyzing and evaluating the relevance of technical evidence or questions, drafting legal memoranda, and providing administrative support on disability law, FOIA/PA, and the Federal Register; 3) Analyzing legal decisions, rulings, memoranda, and other legal opinions to assist in the preparation of Counsel's legal opinions; 4) Performing detailed personnel, records, and office management functions, to include managing records retention and disposition, work flow, office correspondence, facilities matters, and supply procurement, in order to establish and maintain the efficient and effective operation of a legal office.
