You will serve as a PARALEGAL SPECIALIST in the OFFICE OF THE SECRETARY OF THE NAVY of the DEPARTMENT OF THE NAVY.

Duties

You will be responsible for conducting an in-depth and detailed review of complex promotions, removal, retirement, and continuation documents each fiscal year. You will review all officer promotion plans, as well as Navy and Marine Corps officer selective early retirements, continuation and retention plans. You will review each promotion board’s guidance to ensure inclusion of all necessary information to satisfy all requirements established by law, regulation or policy. You will review each promotion selection board report and associated officer nomination package prior to the command's approval to ensure adherence to Office of Secretary of Defense (OSD) policy guidance. You will review each individual removal recommendation and aid in the preparation of detailed executive summaries that will be used in briefings. You will review and verify all necessary information required for background information, prior to approval of assignments, nominations or retirements. You will provide guidance and feedback to Navy and Marine Corps Attorneys (i.e. assessment of legal sufficiency, policy compliance and adherence to the Department of the Navy (DON) and Department of Defense (DoD) Correspondence Manual).

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: - Experience performing extensive independent research on a wide range of administrative, statutory and regulatory requirements. - Experience performing administrative duties to include litigation hold and document retention management. - Experience serving as a subject matter expert on laws and policies applicable to the promotion, retirement, and continuation of active duty and reserve officers.
