The primary purpose of this position is to serve as a Program Analyst in support of Business Office and Workload Long Range Planning and provide analysis, planning, consultation, policy, management support, and technical execution continuity to the Software programs and functions.
Duties
Develop/review logistics planning and programming documentation.
Interpret complex and controversial workload analysis findings and persuades operating officials to adopt
proposals for substantial changes in methods to improve overall benefits.
Resolve complicated substantive problems affecting major agency programs and in regulatory requirements, long range program goals.
Advise Squadron/Program Manager of significant actions or problems and seeks resolution. Assures all
projections of programs, workloads, projects meet the mission and goals of the organization.
Formalize system requirements into appropriate specifications.
Deliver presentations on proposals, program/project status, accomplishments, problems, requirements for
support, and recommendations.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-4 or equivalent in other pay systems. Specialized experience is described as knowledge of the substantive nature of agency programs and activities; agency missions, policies, and objectives; management principles and processes; and the analytical and evaluative methods and techniques for assessing program development or execution and improving organizational effectiveness and efficiency. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

EDUCATION: 1 full year of graduate level education or superior academic achievement. NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. Specialized experience directly related to the work of the position may be used to meet the requirements of this position. NOTE: You must submit a copy of your transcripts.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge in the application of a variety of complex logistics and industrial management concepts and
analytical/evaluative management techniques concerning the efficiency and effectiveness of related industrial
program operations.
Knowledge of production/shop floor techniques, workflow, shop capabilities, utilization, capacity,
equipment/tool requirements and use of them in the production environment. Skill in applying personnel and
manpower procedures and practices, as well as organizational workload requirements and procedures.
Knowledge of long and short-range planning disciplines with ability to apply to workload requirements,
determine changes and trends.
Ability (analytical) to discern the medium and long-range effects of a multiplicity of logistics programs
developed within and external to the command.
Knowledge of management techniques, policies, programs, operations, and organizational concepts of SWEG
and the Squadrons and associated support, as well as the attendant management information systems concept.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

You will receive credit for all qualifying experience, including volunteer experience.
