The primary purpose of this position is to serve as a Management Operations Analyst and advisor for upper management on the effectiveness of organizational support and objectives. Evaluate organization operations and support activities; management principles and processes; and the analytical and evaluative methods and techniques for assessing support operations and improving effectiveness and efficiency. The nature and variety of the activities depend on the needs of the organization served.
Duties
Prepares consolidated management reports, decisions, recommendations and analysis submitted by review teams, groups and/or specialists in the assurance of the policies, procedures, and processes. As a member and/or leader of the working groups/teams approves and supervises the development of improvements to the management operations processes/procedures related to the mission.
Uses knowledge and understanding of the AF rules, regulations, and procedures governing a variety of topics to identify and resolve technical, organizational, operational and administrative issues affecting the organization.
Provides recommendations to senior management officials and procedures that will be implemented across the organization in a variety of areas: provide analysis and studies to ensure adequate facilities, equipment, technical data and processes are in place to support organization's mission requirements in a cost effective, safe and timely manner to support management directives.
Maintains a continuous liaison with other organizations: AFLCMC, AFMC, MAJCOMs, HQ USAF, and geographically separated organizations and their installations.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent grade in other pay systems. Specialized experience is experience in serving as an advisor to upper management on the various effectiveness of organizational support and operations. This includes organization missions, policies and objectives; management principles and processes, and the analytical, the evaluative methods and techniques for assessing support operations or execution and improving organizational effectiveness and efficiency; planning, organizing, and directing overall support operations, processes and procedures for the organization.
NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a comprehensive range of AF functions, policies, procedures, practices, concepts, and theories related to the mission, management, and operation of organizations to provide high level staff guidance.
2. Knowledge of the laws, regulations, policies and procedures pertaining to industrial security programs, safety and human resources, and general knowledge of facilities management, information technology, management operations and AA&S contract management objectives.
3. Knowledge of a wide range of principles, practices, and quantitative and qualitative evaluative techniques used in project analysis to identify, evaluates, resolve, and present issues or problems to isolate discrepancies or identify trends that impact organizational mission objectives both operationally and strategically.
4. Skill to use, manipulate, and or synthesize various data systems and sources of information to cross-correlate data and metrics to evaluate data within the context of operational environment, develop course of action to better support mission objectives, select and coordinate with appropriate parties of interest, and champion organizational opportunities in the corporate process. Skill in negotiating with management to accept and implement recommendations when they involve substantial resources, extensive changes, or conflict with organizational desires.
5. Ability to recognize and analyze complex analytical problems, conducts research, gather, assemble, and analyze facts; draw conclusions; conduct analysis; devise recommended solutions; and summarize results of the entire process in briefings, papers, or reports suitable for top management use and decision-making.
6. Ability to communicate effectively, both orally and in writing, negotiates complex issues, and maintains good working relationships. Ability to plan, organize work and meet deadlines.
Desirable Background experience and knowledge:
a. Experience managing operations of an organizations: Integration with facility managers, security, Information Technology, Information Assurance, etc.
b. Experience managing duties: on-boarding, out-processing, in-processing, conference room management, Share Point/information management, training
c. Experience tracking various products: Personnel actions, awards, evaluations, staff meetings, action items, manpower, org charts, work orders, etc.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
