This position is located in the Phoenix Indian Medical Center's (PIMC) Centers of Excellence, (COE) Department located in Phoenix, AZ. The purpose of the position is to provide management and program support to the COE Department, including grant and contracting officer services.
Duties
COE Grants Manager works on a day-to-day basis with their supervisor, with responsibility for fully participating in discussion, decisions and
policy making and also sharing in management actions that contribute to meeting the goals and objectives of the program.
Serves as the Contracting Officer's Representative (COR) for any contracts or agreements that may involve the COE Department. Coordinates with the Acquisitions Department to ensure that proper policies are followed.
Serves as the administrative liaison with IHS Headquarters, the Phoenix Area Office, Tribal Health Leaders, Inter-Tribal Council of Arizona, Service Unit Staff and others.
Compares month end balances with PIMC Financial Management Services. Keeps their supervisor apprised of status and potential problem areas.
As principal staff advisor to their supervisor on administrative matters, jointly monitors all employees who are involved in the COE Program, ensuring that various policies and procedures are adhered to regarding promotions training request and career counseling.
Qualifications

BASIC REQUIREMENT(S):Undergraduate and Graduate Education: Major Study - hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
MINIMUM QUALIFICATIONS: In addition, to the Basic Requirements, you must also meet the Minimum Qualifications stated below-Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-11 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Knowledge of the theory and principles of management and organization, including administrative practice and procedures related to all aspects of grants management. Knowledge of public health care programs, functions, and activities. Preparing various budget reports within the department. Understanding and knowledge of Preparing and monitoring cost analyses of project components and creates monthly cost analysis reports, ensuring compliance with all appropriate federal, purchasing, contracting and fiscal authorities.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
