The Health System Specialist (Compliance Officer) will report the Chief Executive Officer, Office of the CEO located at the Phoenix Indian Medical Center, Phoenix, AZ. The Compliance Officer promotes the highest standards of business ethics and integrity, including but not limited to establishing programs to prevent fraud, waste and abuse. This position partners with Leadership throughout the organization regarding compliance and privacy.

Duties

NOTE: Applicants must apply separately for each announcement in order to be considered.** Serves the Compliance Executive Committee in execution of its chartered purpose of providing the Executive Leadership general oversight of the organization's compliance processes and procedures, and monitors its performance with respect to the legal and regulatory requirements of its healthcare business operations. Develops, initiates, maintains and revises policies and procedures to safeguard the organization from illegal, unethical and/or improper conduct and compliance with federal, state, and local regulatory requirements. Develops, coordinates, and oversees multifaceted educational and training programs to ensure that management, employees, staff physicians, and, where appropriate, contractors, are knowledgeable of and comply with applicable healthcare laws. Ensures that changes in laws and regulations that might affect the organization's policies and procedures are communicated to the organization. Provides advice to and serves as a resource for hospital staff regarding changes in and interpretation of regulations and other actions by regulatory agencies, Medicare, Medicaid, Office of Inspector General (OIG), Office of Civil Rights (OCR), Department of Health and Human Services (DHHS), Department of Economic Security (DES) and other regulatory agencies. Performs and oversees investigations to ensure that all suspected violations of the compliance program are properly investigated and risks are mitigated. Helps coordinate disciplinary measures for compliance-related violations.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. MINIMUM QUALIFICATIONS: GS-0671-14: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Leading and overseeing a clinical compliance program, including promoting ethics and integrity in clinical processes and procedures. Knowledge and experience in working with key individuals or key agencies that specialize in hospital compliance and public health principles such as legal experts, clinical administrators and hospital administrators through a wide range of regulatory scenarios and circumstances. Demonstrated technical authority in the performance of internal risk assessments, investigative processes, compliance incidents, report finding, and development of solutions for various system-level processes to detect non-compliance and provide corrective measures for any violations and implement systems for internal controls for continued monitoring. Proficient in preparing reports and presenting them to Executive Leadership, governing bodies, stakeholders and regulatory agencies of either deficiencies or corrective action processes. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
