The Office of Information and Technology (OIT) leads the Department of veterans Affairs (VA) in the design, development, deployment, and operation of state-of-the-art technology and solutions in order to provided a seamless, unified Veteran experience. OIT provides strategy and technical direction, guidance, and policy to ensure that information technology (IT) resources are required and managed for the Department in compliance with appropriate laws, policies, and standards.
Duties
Provide guidance and expertise for developing IT strategic and tactical plans and processes for review in specific areas within the assigned service line.
Advisor to planning officials responsible for the development of IT strategic plans for various OIT staff offices.
Provide technical research, technical and analytical support regarding operational and organizational management matters.
Develop, implements, and ensures compliance with plans, policies, standards, infrastructures and architectures that establish the framework for the management IT programs.
Prepares, presents, and defends technical, managerial, resourcing plans, processes and documents to officials throughout the organization.
Collaborates with OIT offices and staff, vendors, contractors, and others in government and industry to enhance the effectiveness and professionalism of initiatives.
Protects data from unauthorized release of from loss, alteration or unauthorized deletion.

The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For the GS-12 position you must have served 52 weeks at the GS-11. For the GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Applicants must have IT-related experience demonstrating each of the four competencies listed below at a proficiency level equivalent to the next lower grade level in federal service
You must meet both the Basic Requirement and the Specialized Experience to qualify for this series as described below.

EXPERIENCE GS12: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Specialized experience is defined as: technical and organizational knowledge sufficient to provide operational task management on behalf of the executive management. Knowledge of, and skill in applying the organizations enterprise IT goals and objectives sufficient to draft IT documentation and communications. Must possess knowledge of, and skill in applying, analytical methods sufficient to evaluate established methods and procedures.
EXPERIENCE GS13: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Specialized experience is defined as: experience with IT principles, methods and practices, analytical and evaluative methods and processes, IT services and operations terminology, narrative and graphical presentation tools, executive correspondence guidelines, and internal and external policies and protocols sufficient to serve as technical expert, consultant and staff writer for documents issued at a national level. Must possess expert knowledge of technical documentation methods and procedures sufficient to prepare and update manuals, instructions, guides, reports and operating procedures.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
