The incumbent serves as the Whole Health and Wellness Program Specialist and will assist the Whole Health and Wellness System Manager/Director, in fulfilling the administrative missions of the department.

Duties

Duties include but are not limited to: Processes all clinical proficiencies for a variety of disciplines at Central Arkansas Veterans Health System (CAVHS). Independently coordinates, plans, verifies, and prepares necessary paperwork for six part folders in a timely fashion ensuring accuracy of all documents. Facilitates communication with other Services as needed (Human Resources, Credentialing, etc.) Collaborates with Human Resources Management regarding key information needed for boarding. Coordinates and analyzes internal review activities of the department to ensure that both clinical and administrative functions are in compliance with VISN and Central Office directives and standards. Serves as a liaison between Whole Health and Wellness and all services across CAVHS with an emphasis in Primary Care (CBOCs), Mental Health, and Specialty Care teams to ensure the expansion of Whole Health and Wellness to all aspects of Veteran care. Assists Whole Health and Wellness System Manager/Director with monitoring and maintaining integrated reporting systems affecting various Patient Care Services Product Line programs, functions and operations that are extensively interrelated. S/he communicates Whole Health and Wellness Product Line information to the System Manager/Director for effective evaluation of program operations and milestones. Assists with the Human Resource management for Whole Health and Wellness, performing the full range of human resources requirements, including recruitment, compensation, promotions, awards, benefits, position classification, performance management, leave administration, training, disciplinary actions, and labor relations. Serves as a contracting office representative for the department and administers contracts of various breadth. Must obtain and maintain COR level 1 certification while appointed to this position. Assist in the preparation of budgeting and financial management for the department, including budget formulation, presentation, and execution; financial management; and financial reporting. He/she provides advice to the Whole Health and Wellness System Manager/Director and other program personnel on budgetary and finance issues and maintains awareness of and information about the overall status of financial resources for the service. Other duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday through Friday, 7:30 am - 4:00 pm, occasional off tours and/or weekends may be required. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/07/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05 and for a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: For GS-7 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Specialized experience would typically include, but are not limited to: the gathering of data to identify procedural problems affecting the workflow, work distribution, organizational structure, or administration, to make recommendations on developing or revising policies, plans or operating procedures ensuring administrative programs function or process accurately. NOTE: This experience must be supported by your resume to be creditable and must include job title, duties, month and year start/end dates AND hours worked per week. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed one (1) full year of graduate level education OR have a bachelor's degree with superior academic achievement. This education must have equipped me with the knowledge, skills and abilities to perform the duties of the position at this grade level and is in a field directly related to the position. If this number cannot be obtained, 24 semester hours will be considered as equivalent to a major field of study. NOTE: Official/unofficial transcripts must be submitted with your application or your application will not be reviewed. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have some specialized experience equivalent to at least the GS-5 grade level but less than one year, and you have some graduate level education but less than one year. You must compute the percentage of the requirements that you meet, and the total is at least 100% of the requirement for the GS-7 grade level. (Transcript AND Details of your work history must be provided in your resume; failure to supply sufficient details may result in not meeting the basic requirements for this position). For GS-9 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Specialized experience would typically include, but are not limited to: applying analytical techniques (such as: task analysis, work simplification, work-flow charts, workload measurement, Veteran/customer/patient feedback, educational and growth opportunities, communication strategy and trend analysis) to Identify procedural problems affecting Team Experience, Customer Service, and Employee Well-Being, organizational structure, or administration, to develop, or revise policies, plans or operating procedures to ensure that administrative programs function or process accurately. NOTE: This experience must be supported by your resume to be creditable and must include job title, duties, month and year start/end dates AND hours worked per week. Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's degree OR equivalent graduate degree that pertains directly to the duties of the position. OR, You have successfully completed two full years of progressively higher-level graduate education leading to such a degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR You have a LL.B. if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have some specialized experience but less than one year, and more than one year but less than two years of graduate education.
