The Community Living Center (CLC) Program Specialist (PS) position is in the CLC section of Nursing Service at Central Arkansas Veterans Healthcare System under the direct supervision of the Associate Nurse Executive/Chief Nurse - Extended Care (AN E/CN-Extended Care). This position, located in North Little Rock, will include daily interaction with the members of Nursing Service.

Duties

Duties include but are not limited to: Provides full staff assistance on administrative matters affecting care, education, and organizational policy. Responsible for planning, organization, development, direction, and evaluation of facility operations. Manages fiscal, resource planning, fund control points and tracking action items and completing complex reports. Serves as the point of contact for the acquisition of supplies and equipment. Prepares, compiles, and validates organizational reports. Proficient in all phases of administrative procedures such as correspondence, telephone procedures, publications, directives, and reports. Prepares agendas and minutes for service. Manages calendar, routine briefings, and executive summaries. Monitors shortage of personnel for key positions; workload or mission changes; proposes alternatives for procedures, programs, or policies. Coordinates actions, clarifies responsibilities and timeliness for completion. Consolidates data as necessary and reviews to ensure accomplishment of objectives, timeliness, and acceptability. Provides analytical work necessary to make recommendations, commitments, and decisions that will ultimately resolve problems or improve existing processes. Interacts with staff from other services to provide accurate analysis of programs for improvement. Develops the annual overtime budget within established timeframes and seeks necessary approvals. Work Schedule: Monday to Friday 07:30 am-4:00 pm. (Subject to change based on the needs of the Agency). Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 03/04/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one one (1) full year of specialized experience equivalent to the GS-9 level in the Federal service that has equipped me with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this Program Specialist position. Specialized experience includes: Experience coordinating the resources and services needed to manage The Community Living Center (CLC) section of Nursing Service; experience providing professional leadership, advice, guidance, and authoritative consultation for the staff and leadership team within the Community Living Center; experience developing and oversees processes to ensure a smooth flow of communications between The Associate Nurse Executive/Chief Nurse - Extended Care (ANE/CN-Extended Care) and CLC staff; experience coordinating the resources needed in the CLC such as coordinating human resources activities, equipment management, generating complex reports, preparing the section business plan, participating in readiness for regulatory agencies, emergency preparedness, program communications, and all similar or closely related activities; experience providing guidelines, procedures, practices, and terminology related to the CLC; experience collaborating with others and assists the ANE/CN-Extended Care and CLC Nurse Managers to integrate resident care and nursing services within the health system to achieve mutual achievement of resident centered care and organizational goals. This experience must be supported by your resume to be creditable. OR, Substitution of Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or an LL.M. if related (Transcripts required). OR, Combination of Experience and Education: Applicants may also combine education and experience to qualify at this level. You must have equivalent combinations of successfully completed graduate level education (in excess of the first two graduate years or 36 semester hours) and specialized experience to meet total experience requirements. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Physical demands of the position are quite limited period the work is mostly sedentary, but some walking, bending, stooping, and carrying are required.
