Duty Location: Upper Colorado Basin Region, Human Resources Division, Recruitment and Placement group located in Salt Lake City, UT.
Full time telework and remote work not available; housing not provided.
Duties
- Responsible for the planning, programming, and accomplishments of the Staffing and Classification division. Sets priorities, organizes work and staff assignments to promote productivity and efficiency of operation while providing job satisfaction and developmental opportunities.
- Develops programs and procedures, criteria, and instructions for the guidance of operating officials and human resources staff necessary to implement Office of Personnel Management, Department, Bureau and Regional Office policy and requirements in the areas of staffing and classification.
- Develops programs and procedures to implement Reclamation policy relative to placement of Reclamation personnel. Administers Merit Promotion and Delegated Examining Programs, staffing, placement follow-up, and as needed, reduction in force and outplacement of surplus employees.
- Carries out a schedule of periodic reviews of HR operations accomplished by Human Resources Specialists and Assistants or as problem situations arise.
- Provides management advisory services to regional management and supervisors at all levels to explain Reclamation, DOI, and other applicable policies and procedures related to staffing and classification and human resources concepts and principles.
- Researches and analyzes a variety of unusual conditions, problems, or questions that may arise.
Qualifications

GS-13: To qualify at the GS-13, your resume must reflect one year of full time experience (see resume requirements below) leading teams and projects in the areas of staffing and/or classification; recruiting for and staffing a wide variety of positions, including GS and craft (FWS, BB, WB, or WG) positions; using delegated examining, merit promotion, and special (noncompetitive) hiring authorities; and/or advising supervisors on position management and classifying both supervisory and nonsupervisory positions.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).
