Duties
As the Human Resources Officer, you will play an important leadership role in managing, planning, developing, administering and guiding implementation and execution of a comprehensive human resources operations program in the Upper Colorado Basin Region for the Bureau of Reclamation. You will oversee and lead development and documentation of long-range and short-range human capital planning efforts. The ideal candidate will have robust communication skills, a strong attention to detail, a solutions-oriented approach to meeting customer needs, and a commitment to meeting and exceeding deadlines within often short time frames.
Responsibilities Include:
- Evaluating and coordinating human resources operations program goals in relationship to current and emerging human resources policies and initiatives.
- Ensuring highly visible, proactive, and collaborative consultation and advisory services to senior officials and line managers.
- Managing and encouraging optimal use of HR tools, resources, and procedures through analysis of organizational needs and opportunities for improvement.
- Fostering diversity, providing direction and guidance to managers and supervisors in establishing a commitment to diversity, and sensitivity for equal employment opportunity.
Qualifications

To qualify at the GS-14, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-13 level in federal service having 1) demonstrated experience serving as a team leader, supervisor, senior specialist and/or active participation as a technical authority, 2) in developing and implementing human resources policies, programs, and/or initiatives and 3) providing advice to management and staff on controversial matters concerning at least 3 of the following major personnel functions: Staffing, Classification, Compensation/Pay, Employee Relations, Labor Relations, Benefits, Employee Development.

Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).
