This position is located at the Chillicothe VA Medical Center within the Behavioral Health Interdisciplinary Program (BHIP) is under the Mental Health Integrated Care Community (MH ICC) Outpatient Division. BHIP includes team-based care coordination, individual and group psychotherapy, and psychiatric medication management for Veterans with mental health diagnoses appropriate for outpatient care but too complex for Primary Care Mental Health Integration (PCMHI).

Duties included but not limited to:
Program Management Responsibilities: (60% of time)
The incumbent is responsible for leading efforts to maintain Joint Commission accreditation for outpatient general mental health services.
Interprets and comply with policies, directives, information letters, etc., from VACO, VISN, and the Medical Center to ensure adherence by program staff.
Develops and maintains standard operating procedures to implement policies and patient care for the program.
Completes periodic reviews and revisions as necessary; provides public relations and community education regarding the VA and BHIP to various social, health, mental health agencies, legal representatives, housing authorities, and welfare organizations which include State, County, and City government offices, as well as private non-profit service agencies and organizations.
Developing and updating brochures that will be used to provide information on the program to Veteran service organizations, public service agencies, and to Veteran patients in the community.
Clinical Responsibilities: (10% of Time)
Provides a full range of mental health services tailored to the incumbent's professional discipline, particularly for complex or unusually difficult patients.
Provides education to patients, family members, and significant others.
Provides comprehensive, evidence based interventions.
Provides consultation to professional staff and to community providers, concerning clinical assessment findings and appropriate treatment plans for patients.
Develops, implements, and documents the mental health treatment plan for an assigned caseload of patients, including prompt completion of clinical reminders.
Supervisory Responsibilities: (30% of time)
Provides direct supervision to a total of 11 FTEE of staff including psychologists, masters level social workers and licensed professional counselors.
Works closely with the Outpatient Division Manager and Medical Director of the MH ICC, as well as nursing, to ensure appropriate staffing are allocated to outpatient general mental health services.
Work Schedule: 8:00 a.m. - 4:30 p.m. Monday through Friday

Pay: Competitive salary and regular salary increases
Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)

Qualifications
Basic Requirements:
United States Citizenship: You must be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g this part).
English Language Proficiency - You must be proficient in spoken and written English as required by 38 U.S.C. 7403(f)
Education - Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
License - Must be licensed by a state at the advanced practice level which included an advanced generalist or clinical examination, unless they are grandfathered by the state in which they are licensed to practice at the advanced practice level (except for licenses issued in California, which administers its own clinical examination for advanced practice) and must be able to provide supervision for licensure.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates:
Social Worker (Program Coordinator), GS-13
Experience/Education: One year of experience equivalent to the GS-12 grade level. Examples of specialized experience include, but are not limited to: Serving as the sole practitioner in a specialty program and typically provide direct patient care services in the program area; oversees the daily operation of the program, develop policies and procedures for program operation, and prepare reports and statistics; may be responsible for the program's budget, developing and monitoring staff compliance with practice, standards and guidelines on documentation, workload, data entry, ethical practice and service delivery; provides analysis and evaluation of clinical program data and computerized programs to identify system-wide trends and needs to enhance the quality of service. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency.
Licensure/Certification: Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
In addition to the experience above, you must demonstrate the following Knowledge, Skills and Abilities:
Skill in coordinating and implementing one or more specialty program(s), across the facility.
Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive.
Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s).
Ability to collaborate with internal and external partners to further program goals and enhance patient centered care.
Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action.
Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget.
Knowledge of organizational structure and impact on program operations.

The full performance level of this vacancy is GS-13.
Physical Requirements: The work is primarily sedentary. Typically, the employee will sit to perform administrative work. However, other position duties include physical requirements which include but not limited to, long periods of walking; standing; bending; crouching, reaching, and lifting of a variety of moderately heavy items, carrying of light items such as papers, books, small parts; or driving an automobile to check the space of CBOC program areas, etc. No special physical demands are required to perform the work.
