The incumbent serves as the Social Work Executive at the Chillicothe VA Medical Center. This position reports directly to the Chief of Staff. The Social Work Executive provides oversight of all social work practice and services, regardless of the organizational alignment of social workers. The incumbent is responsible for developing, planning, clarifying, administering, and managing Social Work priorities and objectives.

Duties

Duties include but are not limited to: The Social Work Executive has responsibility for clinical practice, program management, education, broad range oversight, and organizational stewardship of the practice of Social Work at the Chillicothe VA Medical Center. The incumbent is the highest level professional Social Work position within the facility and holds responsibility for the professional practice of all facility social workers (including 70+ FTEE administratively organized within the ICC model), and the provision of all social work services provided at the Chillicothe VA Medical Center. Assesses the medical facility and department social work needs, developing and implementing staffing and acquisition plans, and establishing oversight to ensure the effective, efficient use of staff, equipment, and space including social work staff aligned outside of the social work department Reviews the utilization of resources by performing such activities as internal reviews, data collection, reviewing and analyzing reports, reviewing contracts, and reviewing performance, to ensure that resources are being used efficiently and effectively, and reports results to management as required, both orally and in writing. The employee will make recommendations to the Executive Leadership Team (ELT) and ICC Chiefs on problems involving the relationship of Social Work activities to the various units and programs. Incumbent may interact with elected officials, Veterans Service Organizations, or other partners to address identified Veteran needs or concerns. Incumbent will make selections for supervisory and non-supervisory positions, hear group grievances and serious employee complaints, review serious disciplinary cases (i.e., those proposing suspensions and removals), and disciplinary problems involving key employees. The planning of or participating in the planning for optimal social work coverage in all program areas, including after-hours and on-call coverage, in conjunction with VA facility leadership (e.g., VA medical facility Director, VA medical facility assistant Director, Chief of Staff), department leadership, and program managers. Ensures accountability for staff development within Social Work through needs assessment, training program development and evaluation. Responsible for making decisions regarding work problems presented by subordinate social workers. w. Incumbent collaborates with others in negotiating, deciding upon and/or coordinating social work-related changes affecting other programs. Advises service chiefs on problems involving the relationship of social work activities to the various units and programs. Develops consistent standard operating procedures required to accomplish clinical care interventions and ensures that they are followed. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Master's degree in Social Work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. Note: A doctoral degree in Social Work may NOT be substituted for the master's degree in Social Work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure. Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. NOTE: If social workers covered under the grandfathering provision of the 1991Federal law regarding licensure or certification of VHA social workers leave the GS0185 social work series, they lose the grandfathering protection. If they choose to return at a later date to the GS-0185 series, they must be licensed or certified to qualify for employment as a social worker. GRADE DETERMINATIONS. In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates. Social Work Executive, GS-13 (1) Experience/Education. One year of experience equivalent to the GS-12 grade level. social work executive positions are only established at facilities that do not have a chief social work service. In facilities with care/product lines, the social work executive is the highest level professional position at the facility with responsibility for the professional practice of all facility social workers and provision of social work services. The social work executive must evidence possession of supervisory and management skills. Experience must demonstrate possession of advanced practice skills in administration, demonstrating progressively more professional competency skills and judgment. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. (2) Licensure/Certification. The social work executive must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. (3) Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs: (a) Ability to provide technical social work guidance in order to complete job assignments. (b) Skill in applying legal, ethical, and professional standards to social work practice. (c) Knowledge of social work practice, policy, and accreditation standards across the continuum of health care. (d) Skill in providing consultation to facility leadership, care/product line managers, and other staff on social work qualification standards, practice, competency, productivity, and continuing education requirements. (e) Skill in developing, implementing, and maintaining clinical social work practice standards. (f) Skill in administrative oversight to ensure compliance with social work licensure requirements. (4) Assignment. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and variety and be performed by the incumbent at least 25% of the time. In the absence of a facility social work chief, the social work executive is typically responsible for clinical oversight of a professional social work practice in a small to moderate program at a VHA facility. The social work executive is responsible for overseeing the provision of social work services and the professional practice of all facility social workers to include participation in the selection and credentialing of social workers. Additionally, these are generally collateral assignments, determined by the needs of the local facility, the VISN, and/or VHA Central Office.] Preferred Experience: Social Work Executive must evidence possession of supervisory and management skills. References: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-39 Social Worker Qualification Standard. The full performance level of this vacancy is GS-13. Physical Requirements: No special physical qualifications are required to perform the work. The work requires the ability to move around the office and facility. The work is performed in offices and meeting rooms and is largely sedentary. Some travel is required to visit CBOCs, which necessitates the ability to drive and possession of a valid driver's license. The work can be mentally and psychologically demanding and stressful, and the ability to utilize effective coping and self-care strategies is essential.
