This position is located at the Chillicothe VA Medical Center within Mental Health ICC. The Mental Health Integrated Clinical Communities (MHICC) Manager will function as the primary advisor to the Chief of Staff and Medical Center Director on all mental health programs at the medical center. In this capacity, the MHICC Manager has responsibility for the effective and efficient management of all mental health programs and services.

Duties included but not limited to:
Program Management Responsibilities (50% time):
Exercises administrative, programmatic, clinical, and academic oversight of all mental health programs to ensure delivery of quality services.
Coordinates and integrates the programs into a comprehensive package of services that meet the evolving needs of the Veteran population and that comply with the Uniform Mental Health Services handbook (VHA Handbook 1160.01), the Mental Health Residential Rehabilitation Treatment Program handbook (VHA Handbook 1162.02), the Inpatient Mental Health Services Handbook (1160.01) and VHA's Mental Health Operating Plan.
Serves as the principal spokesperson and advocate for mental health programs and patients within the VA Medical Center.
Directs patient care needs assessments; identifies gaps in services and supports strategic planning and program development to meet those needs.
Integrates the mental health services into primary functions of the organization.
Coordinates and develops requests for program venue, space, staffing, equipment, and supplies.
Clinical Responsibilities (20% time)
Serves as a role model (clinical administrator) by providing direct patient care.
Addresses complex patient care needs that may be beyond the abilities of the Mental Health Service line staff.
Provide clinical consultation to various disciplines and levels of training, including psychology interns and postdoctoral fellows.
Provisions for Urgent Care: Ensures that appropriately trained and credentialed medical staff members are available to provide urgent services to psychiatric patients in life threatening situations. Maintains current certification in Basic Life Support (BLS).
Academic/Teaching/Training Responsibilities (10% time)
Oversees, develops, coordinates, and evaluates academic programs.
Eligible faculty member for the various educational programs.
Involved in the training of medical students, medical and psychiatric residents, nursing students, and fellows, as appropriate.
Provide leadership, guidance, and consultation on staff education and development.
Orients, teaches, and serves as a consultant to other Medical Center staff and trainees and assists in their formulation of the psychological characteristics and appropriate treatment.
Research/Program Evaluation Responsibilities (10% time)
Encourages and supports appropriate clinical research.
Initiates and completes appropriate studies as per protocols and/or collaborates with others performing research.
Reviews protocol submissions to the VA's Institutional Review Board as requested.
Other Significant Responsibilities (10% time)
In course of duties has contact on a regular and recurring basis with individuals representing widely divergent backgrounds, interests, and points of view.
Serves as a member of key medical center managerial bodies.

Pay: Competitive salary and regular salary increases When setting pay, a higher step rate of the appropriate grade may be determined after consideration of existing pay, higher or unique qualifications, or special needs of the VA (Above Minimum Rate of the Grade).
Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year)Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience.
Parental Leave: After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child.

Qualifications
Basic Requirements:
United States Citizenship: You must be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3, section A, paragraph 3g this part).
English Language Proficiency - You must be proficient in spoken and written English as required by 38 U.S.C. 7403(f)
Education - Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work.
License - Must be licensed by a state at the advanced practice level which included an advanced generalist or clinical examination, unless they are grandfathered by the state in which they are licensed to practice at the advanced practice level (except for licenses issued in California, which administers its own clinical examination for advanced practice) and must be able to provide supervision for licensure.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations: In addition to the basic requirements for employment, the following criteria must be met when determining the grade of candidates:
Social Worker (Program Manager), GS-14
Experience/Education: One year of experience equivalent to the GS-13 grade level. The chief social work service must evidence possession of supervisory and management skills. Examples of specialized experience include, but are not limited to: responsibility for management of small to moderately complex social work service within a healthcare organization; provides supervision to social work service staff members of different grade or experience levels; supervision may include multiple disciplines, treatment sites that are limited and in close proximity to the medical facility, and programs are with limited administrative oversite responsibility; full responsibility for managing and supervising all aspects of social work service operations including clinical practice, program management, education, human resource management and supervision. Experience must demonstrate possession of advanced practice skills in administration, demonstrating progressively more professional competency skills and judgment.
Licensure/Certification: The chief social worker must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
In addition to the experience above, you must demonstrate the following Knowledge, Skills and Abilities:
Skill in providing the full range of supervisory duties across multiple service divisions/sections, which would include responsibility for assignment of work to be performed, performance evaluation, selection of staff, and recommendations of awards, advancements, and when appropriate, disciplinary actions.
Skill in applying legal, ethical, and professional standards to social work practice.
Skill in developing, maintaining, and managing social work services in multiple divisions/sections.
Ability to ensure compliance with social work practice, policy, and accreditation standards across the continuum of health care.
Skill in providing consultation to facility leadership, managers, and other staff on social work qualification standards, practice, competency, productivity, and continuing education requirements
Skill in administrative oversight to ensure compliance with social work licensure requirements.
Preferred Experience: General psychiatric care of adult Veterans and may include, but are not limited to, conducting diagnostic evaluations, psychiatric consults, medication management, and individual or group psychotherapy.

The full performance level of this vacancy is GS-14.
Physical Requirements: The work is sedentary. It occasionally requires carrying of light objects such as files, books, and papers. Some walking, standing, and bending is required. Physical qualifications require the ability to stand, walk, bend, and move freely. Must be able to utilize good body mechanics in lifting or restraining patients. Work is accomplished predominantly in the nursing unit and through escorting to various clinics or hospital areas. The physical surroundings involve working with the acute and chronically physically and mentally ill patients, which may cause discomfort related to negative verbal and physical activities from these patients. The position also may require minimal travel into the community to meet with community agencies and partners who provide assistance and support to the facility and its Veterans. This position may also deliver probate paperwork to various court systems in the local community for processing.
