This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicaid and CHIP Services (CMCS), State Demonstrations Group (SDG).
As a Supervisory Health Insurance Specialist (Deputy Group Director), GS-0107-15, you will plan/coordinate development of policies, monitoring, and evaluation of section 1115 Medicaid demonstrations, and assure efficient and effective operation of the Group's business practices.
Duties
In consultation with the Group Director, supervises and directs first line manager subordinate staff, including division directors and staff in the Office of the Group Director.
Oversees or personally conducts work that develops and produces a variety of written products, including issue papers, briefing documents, planning materials and correspondence.
Leads and directs projects to analyze key section 1115 Medicaid policy issues and ensures alignment of policy approaches across multiple SDG divisions and demonstrations.
Directs implementation of operational policies and procedures aimed at facilitating the states' ability to test innovative demonstrations consistent with promoting the objectives of Medicaid.
In consultation with the Group Director and other Deputy Director, gives advice, and counsels subordinate supervisors and analysts on both work and administrative matters.

In order to qualify for the GS-15 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-14 grade level in the Federal government, obtained in either the private or public sector, to include:
Overseeing the development and implementation of policies and operational processes, at the state or national level, related to the administration of the Medicaid program or other national health insurance program (preferably to include Medicaid Section 1115 Demonstrations); AND
Collaborating or negotiating with state or national stakeholders to assess and to address technical needs to ensure successful implementation of a Medicaid or other similar national health insurance program; AND
Planning, organizing, and assessing work activities for subordinate employees, and managing related resources; AND
Producing or editing technical written documents for a diverse audience to be used for decision making (i.e. Medicaid or other national health program policy designs or reports, policy statements, briefing papers, recommendation reports, and decision papers).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
