The primary purpose of this position is: To serve as an Administrative Support Specialist, providing various administrative support tasks to AZS's civilian, military, and mission partners. The position is responsible for administering and performing administrative support functions and ensuring that day-to-day operations comply with the policies of the command.

Duties

Plans, administers, and coordinates administrative services including budget formulation and execution. Performs financial planning, accounting, procurement and contract administration, human resources management, space and equipment utilization, travel, property and records management, and related administrative support services. Plans, organizes, advises, and implements formal development and training programs applicable to the military and civilian workforce. Provides necessary training and assistance to Division training managers, evaluates the training and educational status and requirements of all elements of the Division workforce, at all assigned locations, with the purpose of determining shortfalls in skills which would impact mission capability and performance. Serves as the Mission Partner Affiliation Sponsor (MPAS) for the Federally Funded Research and Development Centers (FFRDC). Follows established procedures to grant access to over 5,000 contractors across the Department of the Air Force (DAF) and Department of Defense (DoD) in accordance with DoD (DoDM 1000.13- M-V1) and DAF guidance. Oversees the Division's Awards Program. Responsible for managing and coordinating all aspects of the awards program within the division.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management position. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have or will have within 120 days of the closing of this announcement, at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge and skill in applying analytical and evaluative and investigate methods and techniques in issues concerning the efficiency effectiveness of organization's personnel, program, manpower, and administrative support, for both civilian and military program operations; knowledge of pertinent laws, regulations, policies, and precedents which affect the use of program and related support resources in the areas studied; knowledge in applying conducting studies, analyzing findings and making recommendations on substantive operating programs such as manpower and resources in which the employee is expected to analyze and advise leadership on proposed reorganizations or realignments of functions based on what is required. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Combining Education and Experience: Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Due to the use of 120 day rosters, applicants within 120 days of completion of TIG requirements are encouraged to apply; KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of civilian and military functions, programs, and the ability to apply these knowledges in performing this position. Knowledge of common budgetary practices, procedures, regulations, precedents, and guidelines. Knowledge of the laws, regulations, principles, and practices to advise and provide operations support to the Division. Skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness. Ability to establish effective working relationships and to communicate well with others, orally and in writing, including preparing and conducting formal and informal briefings. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
