The position is at the full performance level located in the Department of Veterans Affairs (VA), Veterans Benefits Administration (VBA), within Loan Guaranty Services (LGY). The incumbent may perform as or coach the work of others acting in the capacity of, a product manager or product owner, in the Scaled Agile Framework (SAFe), reporting to the Chief of Data and Technology Solutions (DTS) in the LGY.

Duties

Specific duties include: The incumbent will serve as a Product Owner (PO), a member of the ART responsible for defining stories and prioritizing the ART Story Backlog to streamline the execution of program priorities while maintaining the conceptual and technical integrity of the features or components for the team. The incumbent serves as a product manager, responsible for defining and supporting the building of desirable, feasible, viable, and sustainable products that meet value stream needs over the product-market lifecycle. The incumbent's responsibilities include not just defining features but also ensuring that products achieve the associated Vision prior to delivery, including for content, functionality, effect on usability, and the impact on information dissemination. Determines and influences agency policies and other decisions as they relate to systems and data management. Analyzes and supports a wide range of information technology projects, systems, applications, programs, and procedures within a broad but defined domain which have potential to affect the program on a national and/or strategic level, with Veteran stakeholders or industry partners. Utilizes analytical skill, sound judgement, and the capability to understand, report, and address the implications and ramifications of information technology program/project management, controls, and procedures applicable to the program. Applies a comprehensive knowledge of agency and nationwide home loan program goals, policies, and administrative laws, as well as a strong knowledge of organizational protocols and practices, to oversee, assess and examine software development, content, and compliance to federal standards, statutes and regulations. Provides direction and input into data-informed decisions and provides regulatory and legislative recommendations pertaining to systems development, improvement, and deployment; and training on Scaled Agile Framework. Provides proactive, well-planned communications of all types and media to program participants and leadership, including complete and accurate responses regarding information technology, program analysis, and data analysis are provided to program participants, operational staff, Agency staff, and others. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:10/02/2024. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-14 position you must have served 52 weeks at the GS-13 level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below: GS-14 Grade Level: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Specialized work experience must include direct involvement with loan origination or mortgage servicing operations, or development of new procedures for a mortgage lender / servicer or government home loan program. Overseeing all aspects of technical or non-technical projects from beginning to end to include development of detailed plans, feature roadmaps, setting timelines/milestones, market launch, and continual support of products. Experience preparing and presenting technical or non-technical communications, reports, trainings, or presentations to management, teams, or stakeholders, including guidance, training materials, memos, panel discussions, or media postings / videos intended for individuals or stakeholders with various backgrounds. Experience in software delivery using agile and lean methodologies including defining and prioritizing product features and working with backlog management tools, managing user requirements, tracking the delivery process, and managing software projects using Jira, or similar agile tools. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: This work is principally sedentary.
