This position is in the U.S. Department of Labor (DOL), Employment and Training Administration (ETA). The incumbent of this position serves as a senior accountant, utilizing a professional knowledge of accounting principles and procedures in carrying out complex assignments.

Duties

Major duties include but are not limited to: Conducts in-depth analysis of financial data, including reporting tasks, budgets, expenditures, revenues, and forecasts and other analysis, to provide insights and recommendations to senior management for strategic decision-making. Develops and performs data analyses to determine if the financial information is accurate, complete, and informative to management. Performs reconciliations to identify accounting discrepancies; works cooperatively with team members or other offices to develop proposed solutions for noted discrepancies. Applies knowledge of the FASAB (Federal Accounting Standards Advisory Board), Treasury Financial Manual and other Treasury guidance, OMB (Office of Management and Budget) Circulars A-136 and other applicable Federal laws, regulations, directives, and standards in fulfillment of the financial reporting and analysis duties. Provides authoritative advice and consultation to ETA officials and customers on complex accounting, financial management, and administrative issues and concerns, and is recognized as a subject matter expert in the field. Develops expert knowledge of ETA programs and applicable statutes, regulations, policies, and ETA standard operating procedures. Serves in a senior capacity in the development and coordination of various accounting, financial management, and administrative functions within the agency. Serves as a liaison with other Federal agencies in the coordination of fiscal activities. Provides the quality and reliability of information sufficient to preclude audit qualifications on the DOL's financial statements. Reviews a variety of financial reports, analyzes, and validates financial data, and resolves discrepancies in reported data. Advises management on changes and updates to function/program workflow practices or procedures, internal controls, redesign of reports or faster consolidation of data, and how to improve operations effectively and efficiently. Prepares policies, procedures, and guidelines on accounting functions for use by financial management staff and technical personnel. Reviews and evaluates existing finance and accounting policies and procedures to develop improved working processes. Prepares and conducts briefings for ETA officials and other stakeholders on accounting,financial management, and administrative guidance and policy. Develops and delivers training and on-the-job training to improve the skill set and knowledge of financial personnel. Maintains positive interpersonal relationships with program participants and stakeholders through the use of tact and diplomacy to resolve issues or conflicts between groups with different objectives and needs. Promotes communication, coordination, cooperation, and mutual understanding between program participates and stakeholders throughout Division, Office, and Agency.

Qualifications

You must meet the Basic Requirements listed in the Education Requirements section and the Specialized Experience to qualify for Accountant, as described below. For the GS-13 level: Applicants must possess 1 year of specialized experience at a level of difficulty and responsibility equivalent to the next lower grade level or GS-12 grade level in the Federal Service performing professional accounting work that demonstrates a substantive knowledge of accounting and financial management. Specialized Experience for this position is defined as meeting ALL of the following: Analyzing and resolving issues with complex accounting transactions. Experience in applying accounting knowledge, theories, concepts, principles and procedures related to financial reporting and analysis duties. Experience working in accounting and financial management systems.

Basic Requirements
A. Degree: Bachelors or higher degree inaccounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

B. Combination of education and experience: At least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.
The applicant's background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; or
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal non-conformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
