The primary purpose of this position is to serve as the primary civilian resource advisor, maintaining an accountability of valid personnel vacancies/authorizations, civilian manpower requirements, and data management of personnel assigned. Oversees programs such as recruitment, retirements, assignments, civilian pay, training, performance evaluations, and awards.
Duties
Studies the civilian personnel structure and/or functions of organizations and advises or proposes solutions to improve mission readiness and maximize mission accomplishment through effective civilian resource management. Evaluates requirements and guides management through appropriate personnel processes to achieve success.
Processes all technical requirements (Request for Personnel Actions (RPA) and Non-RPA), civilian records, position designations, and civilian records requirements.
Keeps current on all civilian personnel programs with wing-wide responsibility to commanders, supervisors, and civilians for maintaining accurate program definition, eligibility, and procedures tracking status and responding to technical issues or inquiries to close task requirements.
Responds to Manpower studies, data calls, and suspense taskings many of which are MAJ COM level requests directed by HAF for detailed wing civilian position analysis.
Leads assigned organizational timekeepers and oversees civilian pay records in accordance with Financial Management Regulations, AF AFO Civilian Payroll Business Rules and AF Departmental Accountable Officials Guidance.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Management and Program Analysis. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes aspects of implementing HR policies, practices and processes such as research, development, planning, organizing, and recommending new and innovative programs; knowledge of organizational development and manpower and personnel systems; and maintaining accountability of civilian personnel vacancies/authorizations.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of an extensive body of civilian HR rules, procedures, and operations sufficient to provide advice to management on a variety of issues, interpret regulations and union contracts, monitor and track requests for personnel actions, and ensure forms for civilian pay actions are submitted for in-processing and out-processing employees and comparable actions.
2. Knowledge of analytical and evaluative techniques used to identify, consider, and resolve issues or problems concerning efficiency and effectiveness of program operations to devise organizational structuring options for complex, diverse organizations.
3. Skill in gathering, assembling, and analyzing facts; drawing conclusions; devising solutions to problems; identifying changes and trends; and preparing and presenting briefings and reports.
4. Ability and skill using PC to operate data base management systems, requirements analysis, and data manipulation and extraction techniques.
5. Ability to communicate effectively both orally and in writing; skill in conducting interviews with MAJCOM functional representatives, wing senior leadership, supervisors, and e_mployees to obtain information about organizational missions, functions, and work procedures. Effectively communicates with all civilian personnel representatives (i.e. MAJCOMs, AFPC, Air Base Wing) respective to work projects or customer service/assistance requests.
6. Ability to carry out and complete assignments involving complex work with diverse and dynamic groups by gaining their cooperation with tact, courtesy, and diplomacy and moving them towards an ownership of their objective without imposing personal bias.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
