The position serves as the Chief of Resources for the Global Engagement Center (GEC) and provides executive oversight and management support for the Centers' financial and human resources for an organization comprised of Foreign Service, Civil Service, interagency detailees, and contractors. The position is located in the Global Engagement Center (GEC), Office of the Under Secretary for Public Diplomacy and Public Affairs (R/GEC), Department of State (DoS).
Duties
Manages day-to-day operations and exercises delegated authority to make decisions and commitments for the Resources staff to provide mission-essential support to the Center.
Develops, plans, implements, and manages ongoing program support which includes resources and budget allocation, procurement/acquisition, human resources, security, information technology, facilities, general services, and records management.
Plans, organizes, and directs the activities of the team; balances workload and provides advice, guidance, and direction on a wide range of program issues; plans.
Interprets government-wide legislation and regulations as well as Departmental policies affecting areas of responsibility and assesses their impact on program activities.
Represents the interests of the Center with working groups related to the governance and oversight of acquisitions and procurement, physical facilities management,
security program implementation, and records management.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience defining information requirements; monitoring and reporting to a Department and/or interagency policy makers.
Experience providing authoritative professional guidance to policy makers; interpreting and applying data; and establishing and maintaining productive relationships.
Experience coordinating and contributing to an agency-wide strategic, resource, and performance plan.
Experience coordinating, synchronizing and integrating communications efforts across the executive branch that are focused on countering adversarial propaganda and disinformation.
There is no substitute of education for specialized experience for the GS-15 position.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
