The primary purpose of this position is to serve as a project lead/manager to conduct comprehensive organizational analyses of a wide diversity of organizations, functions, and work processes, and to provide management consultant capabilities to improve mission effectiveness, resource efficiency, and resource savings.
Duties
Manages the activities of the Commander Action Group.
Provides complex management support services.
Defines, implements, and advises on Force Development program requirements ensuring compliance with support goals and regulatory, fiscal, and mission requirements.
Represents 688 CW with a variety of organizations.

- Position is designated special-sensitive and requires eligibility for access to SCI, other Special Sensitive information, or involvement in Special Access Programs to perform the duties of the position. A non-disclosure agreement must be signed.

- This is a TERM position NTE 4 Years. The individual selected for this position may be extended or made permanent after two years of successful continuous service without further competition.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge and proficiency in applying a diverse array of principles, theories, and process management. Knowledge of how individual programs align with organizational goals and missions, impacting strategic workforce management. Knowledge of manpower policies, procedures, and guidelines, encompassing statutory, executive orders, regulations, and training concepts. Proficiency in fact-finding, analysis, problem resolution, and the development of actionable plans. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the 688 CW mission, vision, and functions; knowledge of AF, Department of Defense (DoD), and Joint Service organization management principles, concepts, processes, military doctrine and methodologies, organizational constructs, and total force integration efforts, as well as DoD, AF, ANG, AFRC, Major Commands, and other organizational missions as they apply to the mission and functions of the 688 CW.
2. Knowledge of analytical and evaluative methods and techniques, as well as measurement of data, to plan, schedule, and conduct projects and studies that evaluate and recommend ways to improve the effectiveness and efficiency of the organization's operations. This includes developing new or modified methods, resolving issues concerning program efficiency and effectiveness, devising organizational structuring options for complex organizations, and leading comprehensive studies to enhance mission effectiveness, resource efficiency, and operational improvements across diverse functions within the 688 CW.
3. Knowledge of an extensive body of force support procedures, standards, regulations, public laws, standards, and operations as they apply to personnel and position management functions. Ability to interpret regulations sufficient to ensure organizational compliance and provide advice to 688 CW senior and supporting command and staff management officials on a variety of issues.
4. Skill in gathering, assembling, and analyzing facts; drawing conclusions; devising solutions to problems; identifying changes and trends; and skill in staff-level planning. Proficiency in organizing work to ensure a smooth flow of actions and in prioritizing critical aspects of key Command and organizational engagements.
5. Skill in applying a broad range of oral, written, and visual communication techniques, human resources principles, and administrative and force support concepts. Proficient in using personal computer equipment, word processing, and other standard office automation software to produce reports, position papers, and briefings that are responsive to the specific needs of commanders and senior management officials.
6. Ability to communicate both orally and in writing clearly, concisely, and effectively, delivering information with authority and technical accuracy. Communicate with tact, courtesy, and diplomacy when engaging with diverse and dynamic groups, advocating organizational positions without imposing personal bias.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
