This position is located in the Department of Homeland Security (DHS), Office of the Chief Information Officer (OCIO), under the Business Management Office. The primary purpose of this position is to serve as a Management and Program Analyst performing a myriad of acquisition support functions for the entire OCIO. This will include Federal contracting activities related to pre and post award requirements and contract administration support. Non-BU: This is a non-bargaining unit position.

Duties

As a Management and Program Analyst, GS-0343-14, your typical work assignments may include the following: Plans and conducts a variety of authoritative, comprehensive, complex projects and oversees the planning, programming, budgeting, and execution aspects in support of OCIO programs. Provides authoritative recommendations for long-range and short-range planning for the purpose of improving the efficiency of budgetary operations of OCIO programs. Conduct trend analysis of execution data and advises management on the potential reprogramming requirements of program funds. Prepare milestone status reports, briefing, and presentations for colleagues, subordinates, internal and external stakeholders. Requirements

  • Possess the certification standards for PM I, II and III certifications for the position within 18 months of appointment.
  • Maintain COR Level lll Certification and must complete a minimum of 80 CLPs every two years in acquisition or COR related training.
  • Reside in the National Capital Region - DC, MD and VA.
  • DIRECT DEPOSIT: All Federal employees are required to have Federal salary payments made by direct deposit to a financial institution of their choosing.
  • You must be able to obtain and maintain a Secret Security Clearance.

Qualifications

Specialized Experience To qualify for the GS-14 grade level, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in Federal service or equivalent experience in the private or public sector. For this position, specialized experience is defined as: Perform evaluation and oversight of complex projects and programs to include cost management/estimate reprogramming requirements, reporting, and/or strategy integration across multiple stakeholders. Provide guidance to internal/external stakeholders and executives related to program, policy, and/or project performance and compliance. Execute the designing, planning, and leading of projects/studies and teams, etc. which included advanced analytical and evaluative methods and techniques to measure the effectiveness, efficiency, and productivity of programs and/or projects. Communicate clear and concise data for actionable program/project insights to senior leadership and stakeholders to drive business decisions. Note: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Substitution of education in lieu of specialized experience may not be used for this grade level. Note: Certification This acquisition position requires DHS PM Level I, II, and/or III COR Certification. Assignment to DHS acquisition positions requires that the candidate possess the certification standards of the position within 18 months of being assigned to a position to which certification standards apply. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary.
