The primary purpose of this position is to serve as the Chief of Intelligence, a senior-level intelligence, surveillance, and reconnaissance and acquisition subject matter expert, providing planning, direction, organization, supervision, and mission oversight of employees assigned to the AFLCMC/HB2 Kessel Run Intelligence Branch, supporting the PEO Digital Kessel Run Division (HBB), Hanscom Air Force, MA.

Duties

DUTY 1: Plans, organizes, and directs the activities of the AFLCMC/HB2 Kessel Run Intelligence Branch. Ensures acquisition intelligence support complies with legal and regulatory requirements and meets customer needs. DUTY 2: Exercises supervisory personnel management responsibilities. DUTY 3: Represents the PEO Digital Kessel Run Division Intelligence function in a variety of installation and functional area organizations. DUTY 4:Serves as the subject matter expert on Acquisition Intelligence, ISR, and cyber intelligence support for a variety of senior level customers. Serves as the SML's senior intelligence officer. Represents Kessel Run Division intelligence and the greater Intelligence Community in a variety of organizational, departmental, and functional forums and tasks. DUTY 5: Serves as a multi-source Intelligence expert specializing in cyber threat and cyber-security intelligence. Performs complex cyber and cyber-security intelligence analysis with emphasis on Air Force and DoD programs'/systems' acquisition activities, and leads teams/projects supporting MAJCOM, Air Force, and DoD acquisition processes and programs.

  • TLMS may be authorized with qualifying degree. Prior approval of TLMS may not be negotiated as a term of employment.
  • An advanced intelligence-related or professional/scientific degree is desirable.
  • Joint Cyber Analysis Course (JCAC) or Joint Network Attack Course (JNAC) course graduate is highly desired in this position.

Qualifications

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Supervision/Management" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the SPECIALIZED experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Intelligence Series 0132.Use the Group Coverage Qualification Standard for Administrative and Management Positions for this series. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include Demonstration of expert knowledge in the intelligence cycle and intelligence policy and guidance, with a comprehensive range of intelligence research methods, techniques, and practices and advanced analytical principles, concepts, and methods used to identify and analyze complex multi-source intelligence information to produce detailed intelligence capabilities and threat assessments, identify intelligence deficiencies, and advocate for customer requirements. Expert demonstration of acquisition and FMS principles, policy, and guidance and the role of intelligence throughout a weapons system's life cycle with the ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of the intelligence cycle and intelligence policy and guidance, and the structure, organization, roles and missions, and interrelationships of the national IC, DoD, and USAF. Expert knowledge of acquisition and FMS principles, policy, and guidance and the role intelligence plays throughout a weapons system's life-cycle; Acquisition Intelligence analysis mission and strategy; and the roles and responsibilities of field intelligence offices in support of USAF research laboratories, acquisition program offices, and life-cycle management, nuclear, sustainment, and system testing enterprises. Knowledge of a comprehensive range of intelligence research methods, techniques, and practices and advanced analytical principles, concepts, and methods used to identify and analyze complex multi-source intelligence information to produce detailed intelligence capabilities and threat assessments, identify intelligence deficiencies, and advocate for customer requirements. Skill in conducting unbiased complex research, identifying appropriate available systems/data sources, and producing intelligence requirement assessments that answer specific tasks to link and leverage agency capabilities in support of consumers, customers, and clients. Skill in managing people and meeting mission objectives; communicating clearly, concisely, and with technical accuracy, orally and in writing, as well as work in a professional manner with peers, management, subordinates, contractors, academia, and other agencies to work out solutions to problems, prepare professional level documents and studies, and deliver General Officer (executive) level information and decision briefs. Ability to quickly assimilate disparate data, render knowledgeable and accurate assessments of the implication of such data, and make decisions, estimates, and recommendations under conditions of urgency and competing resource, based on mature judgment and experience and present and/or defend a position effectively. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
