Duties

Note from the agency: Position provides direct acquisition intelligence support to Advanced Battle Management System (ABMS). The primary purpose of this position is: To provide intelligence support to the acquisition life-cycle (Acquisition Intelligence). Supports effective research, development, fielding, employment, sustainment and improvement of AF capabilities by identifying intelligence requirements, resolving/mitigating deficiencies, integrating intelligence, and providing needed intelligence data and infrastructure in a timely and secure manner. Serves as a multi-source intelligence analyst engaging in the complex technical research, analysis, interpretation, and assessment of information obtained and processed from one or more intelligence sources in support of the acquisition life-cycle and customer requirements. Provides intelligence supportability analysis of current and proposed weapon systems, technologies, and programs to determine optimum intelligence solutions, document requirements, and identify supporting intelligence infrastructure requirements necessary to successfully acquire, upgrade, and/or employ Air Force capabilities. Provides intelligence analytical support to aspects of the requirements process, the acquisition process, and/or the Planning, Programming, Budget and Execution (PPBE) process in support of Air Force research, testing, requirements, and sustainment enterprises. Provides/enables integrated Intelligence, Surveillance, and Reconnaissance (ISR) capabilities through the development, acquisition, modernization, integration and support of affordable and sustainable advanced aerospace; cyberspace; munitions; nuclear; and command, control and communications capabilities. Position Duties: DUTY 1: Serves as a multi-source Intelligence Specialist. Performs complex intelligence analysis with emphasis on Air Force and DoD programs/systems acquisition activities and leads teams/projects supporting MAJCOM, Air Force, and DoD acquisition processes and programs. DUTY 2: Provides Intelligence support to DoD/USAF Acquisition programs, systems, and processes. Employs expertise to achieve technical understanding of a US weapon system's intelligence information requirements to identify and minimize cost, schedule, and performance risks as early in the system's life-cycle as possible. DUTY 3: Presents ISR capabilities to a variety of program office, service, national, and/or coalition customers. Applies knowledge of acquisition and IC, to include awareness of the variety of intelligence databases, collection management, requirements management, IC roles and responsibilities, online intelligence documentation, and new intelligence technology developments to assure program threat requirements are identified and recommends solutions for recognized gaps. DUTY 4: Serves as an Intelligence authority on specific ISR programs, systems, or issues. Serves as an expert for an intelligence function, process, program, or weapon system.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Intelligence Series 0132, There are no Individual Occupational Requirements for this series. Use the Group Coverage Qualification Standard for Administrative and Management Positions for this series EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience includes demonstration of the knowledge in intelligence cycle and intelligence policy and guidance, and the structure, organization, roles and missions, and inter-relationships of the national IC, DoD, and USAF. Knowledge of acquisition policy and guidance and the role intelligence plays throughout a system's lifecycle. Applying advanced intelligence analytical principles, concepts, and methods to produce detailed analyses of complex information/situations attained from multiple sources ; Working with national intelligence community and knowing their structure, organizations, and mission/functions, inter-relationships and operations. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the intelligence cycle and intelligence policy and guidance, and the structure, organization, roles and missions, and inter-relationships of the national IC, DoD, and USAF. Knowledge of acquisition policy and guidance and the role intelligence plays throughout a weapon system lifecycle; Acquisition Intelligence analysis mission and strategy; and the roles and responsibilities of field intelligence offices in support of USAF research laboratories, acquisition program offices, and life-cycle management, nuclear, sustainment, and system testing enterprises. Knowledge of the full range of intelligence research methods, techniques, and practices and advanced analytical principles, concepts, and methods used to identify and analyze complex multi-source intelligence information to produce detailed intelligence capabilities and threat assessments, identify intelligence deficiencies, and advocate for customer requirements. Skill in conducting unbiased complex research, identifying appropriate available systems/data sources, and producing intelligence requirement assessments that answer specific tasks to link and leverage agency capabilities in support of consumers, customers, and clients. Skill in communicating effectively with others, both orally and in writing, in working out solutions to problems or questions related to the work, writing clear and concise intelligence products, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes. Ability to quickly assimilate disparate data, render knowledgeable and accurate assessments of the implication of such data, and make decisions, estimates, and recommendations under conditions of urgency and competing resources, based on mature judgment and experience and present and/or defend a position effectively. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
