The primary purpose of this position is to serve as the Chief of Intelligence, Hanscom Foreign Military Sales (FMS) Branch and a senior intelligence analyst (SIA)/ subject matter expert for FMS intelligence support.

Duties

Plans, organizes, and directs the activities of the Hanscom Foreign Material Sales Branch. Exercises supervisory personnel management responsibilities. Serves as the subject matter expert on Acquistion Intelligence, ISR, and intelligence support to FMS and represents INH at a variety of installation and functional area organizations. Provided advanced intelligence analytics/ technical support to FMS acquistion programs.

Qualifications

Conditions of Employment Continued An advanced degree in intelligence, management/leadership, or engineering/science is desirable. Position identified is a Non-Key Security Cooperation position: "This is a Security Cooperation position due to the nature of the position's duties and responsibilities. Position requires DoD Security Cooperation Workforce Certification. Area of Consideration (AoC) and Level are to be determined by supervisor. Employee must meet DoD Security Cooperation Workforce Certification requirements applicable to the duties of the position. Selectee must meet the designated certification AoC and Level requirement; if not has 1 year (Basic) 2 years (Intermediate-Expert) from Security Cooperation Workforce Development-Database entry date to become certified in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384. Incumbent of this position is required to comply with all Department of Defense and Defense Security Cooperation Agency requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may be subject the incumbent to adverse action. Incumbent is required to maintain 20 hours of professional development continuous learning every two-year period to maintain good standing in the DoD Security Cooperation Workforce Certification Program. Certification Required: SCWD Expert. Department of Defense Security Fundamentals Professional Certification (SFPC) and Security Program Integration Professional Certification (SPIPC) conferrals are required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DOD 3305.13-M, DoD Security Accreditation and Certification and AFI 36-2645, Security Professional Certification and Development. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Understanding all aspects of worldwide sensitive activities and employment mission requirements, including offensive and defensive employment operations for all air assets; and working knowledge of joint special operations doctrine to include domestic and overseas command relationships and interpreting and evaluating sensitive activity guidance and applications. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Expert knowledge of the intelligence cycle and intelligence policy and guidance, and the structure, organization, roles and missions, and interrelationships of the national IC, DoD, and USAF. Expert knowledge of acquisition and FMS principles, policy, and guidance and the role intelligence plays throughout a weapons system's life-cycle; Acquisition Intelligence analysis mission and strategy; and the roles and responsibilities of field intelligence offices in support of USAF research laboratories, acquisition program offices, and life-cycle management, nuclear, sustainment, and system testing enterprises. Knowledge of a comprehensive range of intelligence research methods, techniques, and practices and advanced analytical principles, concepts, and methods used to identify and analyze complex multi-source intelligence information to produce detailed intelligence capabilities and threat assessments, identify intelligence deficiencies, and advocate for customer requirements. Skill in conducting unbiased complex research, identifying appropriate available systems/data sources, and producing intelligence requirement assessments that answer specific tasks to link and leverage agency capabilities in support of consumers, customers, and clients. Skill in managing people and meeting mission objectives; communicating clearly, concisely, and with technical accuracy, orally and in writing, as well as work in a professional manner with peers, management, subordinates, contractors, academia, and other agencies to work out solutions to problems, prepare professional level documents and studies, and deliver General Officer (executive) level information and decision briefs. Ability to quickly assimilate disparate data, render knowledgeable and accurate assessments of the implication of such data, and make decisions, estimates, and recommendations under conditions of urgency and competing resource, based on mature judgment and experience and present and/or defend a position effectively. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
