Duties
As a senior analyst, develops, implements, and monitors programs to analyze and evaluate the performance of civilian payroll systems and the civilian payroll offices.
Monitors actions contained in the Civilian Pay Payroll Quality Review (PQR) system.
Develops and oversees the standardization of policies and procedures among all payroll sites.
Assists with complex issues in civilian pay with the goal of improving delivery of services to customers by identifying and improving gaps in performance documented in benchmarking studies, and identifying and recommending best business practices.
Develops and monitors the operating and capital budget for the Civilian pay functional area.
Coordinates with DFAS staff offices for support and services needed by the functional area. Represents the Director on committees, panels, and at conferences and meetings.
Distributes team assignments among team members in accordance with workflow, skill level and specialization.

Qualifications
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
Specialized Experience is defined as: Experience with payroll business line processes; analyzing existing end-to-end business procedures to create efficient standardized processes; managing, developing and/or implementing automated solutions to reduce manual workload; experience managing highly visible projects; communicating with varying levels of project stakeholders, including briefing senior management or serving as a subject matter expert to external customers; and demonstrated customer service.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service.
