This position is in the Ronald Reagan Building International Trade Center, 1300 Pennsylvania Ave., NW., Washington, DC, within the Bureau for Latin America and the Caribbean (LAC) Strategy and Program Office (SPO, at the U.S. Agency for International Development (USAID)
Duties
Provide advice and guidance based organizational units, to senior level management of the
Bureau, and to field Missions in LAC region in strategic planning, project and activity design and planning, and
monitoring, evaluation, and learning.
Participate in programming, planning, assessment procedures, including reviewing and providing
input on country and regional strategic plans and assisting in the contributions to the Congressional Budget Justification and Program Budget Submission.
Provide leadership in ensuring that the Bureau provide analysis, application and dissemination of information on the impacts of LAC's programs to senior Agency decision-makers, Congress, and other stakeholders as appropriate.
Serve as a backstop for one of the sub-regions and evaluate the administrative aspects of substantive, mission programs administered; and participate in relevant reviews and program planning processes related to the countries of that sub-region.
Develop procedures for the design, presentation and review of Mission plans;contribute to improving the quality of information and analysis for senior managers and facilitates its use on a regular basis in critical program and policy decisions.
Represent the Bureau at high level Agency and interagency meeting and working groups on matters related to strategic planning, monitoring, evaluation, and learning, performance management, or other cross-cutting topics.
Requirements

- These are Testing Designated Positions (TDP's) under the Agency's approved Drug-Free Work Place Program. All applicants selected for this position will be subject to random drug testing once they begin working for the Agency.
Qualifications
Specialized Experience:GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples ofqualifying specialized experience includes:
(1) Formulating and implementing policy and guidance on strategic planning, activity planning, and monitoring and evaluation.
(2) Providing high level guidance and support on the linkages between the budget, foreign policy, operational needs, program implementation and performance.
(3) Conducting comprehensive analysis to improve the quality of information available to facilitate its use in critical program and policy decisions.
(4) Engaging and building relationships with a wide variety of stakeholders, including interagency partners, bilateral donors, and multilateral development banks.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience.
