Duties

WHAT IS THE HUMAN CAPITAL OFFICE (HCO)DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Human Capital Office of Human Resource Operations, Talent Acquisition The following are the duties of this position at the full working level. Plans, develops, and implements the position classification of positions to the most accurate pay plans, proper titles, occupational series, and grades to ensure equal pay for equal work and service-wide consistency in the assigned organization. Conducts desk audits or interviews as fact-finding tools; performs workload studies; plans and implements in-depth research, analysis, and surveys; makes classification determinations on grade structure changes with service-wide impact; thoroughly documents findings; and provides formal written and oral support of decisions. Provides advice, assistance, and continuing service to all levels of management in any organizational segment or function to design positions and organizations, recommend organizational structure changes, and work realignments to increase organizational effectiveness, ensure economy of the organization's mission and optimum utilization of positions for effective position management and employee job satisfaction. Develops innovative or unique methods and approaches as a team leader for special projects; a wide variety of studies; wage surveys; task forces; OPM Position Classification Standards and Guides studies; documented evaluations and recommendations on proposed guides, policies, and procedures for adequacy, accuracy and impact. Serves as a team leader or team member, participating in the planning and execution of position classification and position management educational assistance to both internal and external stakeholders. Prepares and delivers formal and informal presentations on a wide variety of subjects or issues to all levels of management, employees, and internal and external stakeholders. Serves as a consultant to program managers, policy makers, and other staff to perform a key role in rendering expert management advisory service, technical services, and authoritative policy interpretations. Serves as a troubleshooter in making recommendations and developing solutions to reconcile management needs with frequent conflicting personnel management policy and/or requirements. Advises employees of their rights and appeals procedures. Reviews formal classification appeals for completeness and provides documentation. This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE GS-7: To be minimally qualified for this position at the GS-7 level, you must have at least one year of specialized experience equivalent to the next lower level in the normal line of progression in the Federal service. Specialized experience for this position includes: Entry-level human resources assignments that include analyzing problems to identify significant factors, gathering pertinent data, and recognizing solutions; experience planning and organizing work, and communicating factual and procedural HR information clearly, verbally, and in writing. OR You may qualify based on education as follows: One (1) academic year of graduate education in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields. OR Superior Academic Achievement may be met by having a bachelor's degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies. Note: Grade point averages should be rounded to one decimal point. For example, 2.95 is rounded to 3.0, and 2.94 is rounded to 2.9. If more than 10 percent of your undergraduate course work (credit hours) was taken on a pass/fail or similar basis, your claim must be based on class standing or membership in an Honor Society. OR You may qualify with an equivalent combination of qualifying graduate education and experience. SPECIALIZED EXPERIENCE GS-9: To be minimally qualified for this position at the GS-9 level, you must have at least one year of specialized experience equivalent to the next lower level in the normal line of progression in the Federal service. Specialized experience for this position includes: Performing highly structured, entry-level work designed to develop broader and more in-depth assignments used within HR functions; communicating factual and procedural HR information clearly both orally and in writing; and gathering and analyzing basic facts and drawing conclusions regarding HR processes. OR You may qualify based on education as follows: A master's or equivalent graduate degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields. OR Two (2) full years of progressively higher-level graduate education leading to a graduate degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields. OR LL.B or JD in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields. OR You may qualify with an equivalent combination of qualifying experience and education. SPECIALIZED EXPERIENCE GS-11: To be minimally qualified for this position at the GS-11 level, you must have at least one year of specialized experience equivalent to the next lower level in the normal line of progression in the Federal service. Specialized experience is experience demonstrating: Knowledge of fundamental position classification law, theories, principles, and practices with an understanding of the interrelationships of human resources management programs sufficient to provide integrated solutions to position classification problems/issues; knowledge of consulting methods and techniques sufficient to meet/deal tactfully and persuasively with others to resolve a wide range of issues, including those which are occasionally controversial or sensitive in nature, and to maintain harmonious relationships with all parties. OR You may qualify based on education as follows: A Ph.D., or equivalent doctoral degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields. OR Three (3) full years of progressively higher-level graduate education leading to a graduate degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields. OR LL.M. in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields. OR You may qualify with an equivalent combination of qualifying experience and education. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
