This position is within the Bureau of Land Management, California State Office. The duty location may be negotiable within the State Office in Sacramento CA or any BLM CA Field Office within the Northern California District, Central California District, or California Desert District.

Duties
Directly supervises a staff with a variety of specialties such as Government Information Systems, Freedom of Information Act, IT, and Records Management.
Assigns work, set priorities, and determines schedules. Monitors and evaluates the status and progress of work, ensure that instructions, priorities, deadlines, and quality levels are met.
Performs personnel management functions to include: hiring, evaluating employee performance, hearing grievances and complaints, acting upon disciplinary actions, consulting, and approving training needs.
Serves as the final technical authority on all matters relating to digitizing, collection, and display of computerized geographic information for the state.
Identifies short and long-range funding needs and develops funding strategies.
Develops and maintains statewide long and short-term goals for the geospatial program.
Cooperates with other federal agencies (USFS, USGS, DOJ, NOAA, etc.), state agencies, Tribal, county, and local government entities, private organizations, and interested members of the public.

Qualifications

You must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity as indicated by the following examples: ???????Advanced knowledge and experience in GIS applications, geospatial standards, geospatial applications, database design and development, remote sensing, use of computers for digital imaging and GIS processing, analysis, visualization and/or digital cartographic techniques. Experience identifying data sources and evaluating GIS data for potential use and to provide training and guidance. Manage survey or geospatial projects and present results to management. Experience prioritizing tasks within a defined schedule in an environment where requirements frequently change. Ability to effectively communicate orally and in writing with a variety of audiences (i.e. planners, resource specialists, managers at the Federal, State, and local government levels) to present complex or abstract ideas and information in easy to-understand formats that increase the understanding of programs, policies, and objectives.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must meet all qualification requirements within 30 days of the closing date of the announcement.
Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
Physical Demands: Work may require long periods of sitting or standing. Travel may be required.
Work Environment: Work is performed in a typical office setting. Duties involve long periods of concentration, use of computers, and electronic plotters.
