This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a Safety and Occupational Health Specialist, responsible for providing technical guidance in compliance for OSHA

Duties

Schedules, conducts, and inputs facilities inspections findings into the Army Safety Management Information System (ASMIS) 2.0 database. Conducts 30, 60 and 90 day follow up with facility manager on corrective action plan to ensure completion. Performs quantitative fit testing and manages respiratory protection program for the installation. Conducts Arms Room inspections for safety and licensing to include inspection of the installation Ammunition Supply Point. Conducts Playground and Child Youth Services Facilities quarterly inspections and inputs findings into ASMIS 2.0. Conducts annual Safety Program assessments for specific assigned garrison Directorates and agencies. Inputs assessments into ASMIS and Installation Status Report quarterly. Receives and inputs accident/mishap data from assigned directorate or other sources into ASMIS 2.0. Assists with Class A or B fatality and injury investigations as a safety technical advisor.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This position requirement to lift up to 50 lbs. in the regular performance of duties.
  • This position requires the incumbent to have or attain a valid Driver's License.
  • This position requires the incumbent to have or attain CP-12 Professional Level I Certificate within 24 months of employment.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Minimum Qualifications GS-07 Specialized Experience: One year of specialized experience which includes following established safety procedures; reporting unsafe working conditions and safety violations to proper authority; surveying workplaces, processes, or other systems for compliance with safety regulations; or reviewing safety inspection records to ensure deficiencies are corrected. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05). OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. Minimum Qualifications GS-09 Specialized Experience: One year of specialized experience which includes making on-site safety survey visits and writing reports with recommendations for safety improvements; consulting with employees and management on hazards associated with work conditions and making recommendations to reduce risk; and assisting with updating regulations to reduce hazards and risk. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Minimum Qualifications GS-11 Specialized Experience: One year of specialized experience which includes making on-site safety survey visits and writing reports with recommendations for safety improvements; assisting in the development and deployment of major safety program elements such as: respiratory protection, hearing conservation, driver safety, or fall protection; reviewing plans to ensure compliance with safety regulations; and monitoring and reporting accidents and injuries. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-05,07,09).

Education

GS-07 Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

OR

Superior Academic Achievement: Successful completion of all the requirements for a bachelor's degree with Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achshonor.org/).

GS-09 Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.
