This position is located in the Health Administration Service Office of the Atlanta VA Medical Center. The incumbent reports to the Chief, Health Administration Service.
Duties
The Supervisory Program Analyst is responsible for planning; developing and executing actions to ensure the various medical business operations are effectively standardized and coordinated throughout the Atlanta VA Medical Center. This includes revenue related activities, accounts receivable management, travel, contract development, and fee basis. The Program Analyst ensures programs run efficiently by monitoring and auditing of the individual payment systems governing HAS funding. Duties include but not limited to:
May include representing the Chief, HAS at VA meetings and on task force activities, drafting policies, defending the service's position on proposals, and obtaining V HA CBO guidelines for implementation.
Incumbent will have authority to speak for the HAS section regarding revenue related activities, account receivable management, travel, contract development, and fee basis as well as initiatives involving or emanating from the different sections of the HAS service.
Incumbent directly supervises one (1) GS-11 Medical Records Administrative Specialist, five (5) GS- 7 Program Support Clerks, and indirectly supervises, one,(1) GS-9 Medical Records Technician, nine (9) GS-8 Medical Records Technicians and (1) GS-6 Program Support assistant Incumbent audits. and evaluates, on a quantitative or qualitative basis, the effectiveness of programs or operations ,11 meeting established goals and objectives.
Require extensive knowledge of a wide range of business related a::tivities including all aspects of the revenue cycle, accounts receivable management, and denial management principles, quality assessment and administrative management of any remote: site revenue operations, sharing agreement policy and procedures, fee basis program manage1nent and policy and procedures, pre-registration, and medical coding.
Incumbent plans and implements a coordinated organizational approach to business planning utilizing the Medical Center's resources: staff, medical center expertise (i.e., sharing, contract development, fee basis, MCCF, accounts receivable) and private sector consultation services. Provides expertise to the Chief, HAS and medical center management by serving as a knowledge resource. Incumbent assists other Medical Center staff, task groups, and facilities in the decision-making process through problem analysis, needs assessment, and strategy development. Incumbent applies analytical, evaluative, developmental, and advisory skills toward recommending improvements in managerial policy, procedure, and structure.

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Managing facility planning, programming, design, budgeting and construction specifically with emphasis on functional master planning and project planning for the health care system; setting qualitative and quantitative standards and standardized work processes; collaborating with section chiefs and project managers to ensure integrated goals and priorities are met.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required due to meetings with both clinical and administrative services. The work may include some walking, standing, bending, and carrying of light items as papers and books. No special physical demands are required.
