This position is located in the VISN 7's Human Resource Management Shared Service Unit at the Atlanta VA Health Care System in Decatur, Georgia and reports to the Senior Strategic Business Partner (SSBP) of the Human Resources, SSU, VISN 7.
Duties
Major duties include but are not limited to:
Provides administrative and technical support to Senior Strategic Business Partner (SSBP).
Coordinates with clinical and administrative programs, computer systems liaison, and training.
Provides support and continuing education to the Strategic Business Unit (SBU) staff and the local management population.
Provides training in the utilization of the VA systems, analysis and other related software applications, as well as training on emerging technologies.
Plans and conducts studies and analyses of the local facility in conjunction with the Human Resource Information System (HRIS) population and Medical Center staffing needs and requirements.
Reviews data from feedback mechanisms, perform analyses, summarizes information, identifies trends and develops and implements recommendations.
Plans, organizes and directs team study work and negotiates effectively with management to accept and implement recommendations.
Assists with process improvement and project management tracking efforts.
Provides detailed executive reports and presentations for leadership, and basic use of data systems.
Develops efficient and effective data monitoring/tracking systems and maintains the technology with changing requirements.
Performs analytical and evaluative work, run multiple reports from varied data sources of personnel data.
Researches, investigates and conducts comprehensive studies relating to the effectiveness and efficiency of major administrative and management operations.
Promotion Potential: The selectee may be promoted to the full performance level (GS-9) without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/20/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Selective Placement Factor: This position requires experience developing, collecting, and maintaining various historical data used to initiate planning, programming and execution program operations.
In addition to the above mentioned Selective Placement Factor, you may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: thoroughly completing work in a detailed and conscientious manner; adapting behavior and work methods in response to new information, changing conditions, or unexpected obstacles; effectively dealing with pressure and ambiguity; working with, understanding, and evaluating technical information related to the job; advising others on technical issues. OR,
Education: One (1) full year of graduate level education. One (1) full year of graduate level education is considered to be the number of hours that the school has determined to represent one (1) year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfactory for this requirement. (TRANSCRIPT MUST BE SUBMITTED) OR
Superior Academic Achievement (SAA) based on one of the following:
Class standing - Rank in the upper third of the graduating class in the college, university, or major subdivision.
Grade-Point Average (G.P.A.) - Applicants must have either:
A grade-point average of "B" (a GPA of 2.95 or higher out of a possible 4.0) for all completed undergraduate courses, or those completed in the last two years of undergraduate study. (TRANSCRIPT MUST BE SUBMITTED)
A grade point average of "B+" (a GPA of 3.45 or higher out of a possible 4.0) for all courses in your major field of study, or those courses in your major completed in the last two years of undergraduate study. (TRANSCRIPT MUST BE SUBMITTED)
National Scholastic Honor Society - Membership in a national honor society recognized by the Association of College Honor Societies. OR
Combination: Applicants may also combine education and experience to qualify at this level.

Physical Requirements: Work is primarily sedentary, although some slight physical effort may be required.
Work Environment: Typically performs work in an adequately lighted and climate-controlled office. Assignments may
require occasional travel.
