The incumbent works under the direction of the Chief, Planning & Activations Office as well as Senior Management officials and performs these duties both independently and in conjunction with other medical center, VISN, Central Office, other VHA staff. The incumbent serves as a Management and Program Analyst (Operations and Leasing Specialist) for the Atlanta VA Medical Center (VAMC). The incumbent serves as the Contracting Officer's Representative (COR) for several assigned leases.

Duties

The incumbent is responsible for supporting Atlanta VAMC mission, goals, and objectives for operations, leasing and property management activities to include planning, directing, coordinating and evaluating the full range of work activities related to the lease acquisition process (new, renewal, and termination) with a team of VA employees supporting the designated building group(s). Duties included but not limited: Acquisition, renewal and disposal as well as the administrative and operational management of all VA leased properties and spaces and business relationships involving the Atlanta VAMC. Leased properties include clinical buildings such as Community Based Outpatient Clinics (CBOC), Outreach Clinics, Satellite or Annex Clinics; administrative and/or research office spaces; parking spaces; etc. Leasing Acquisition Management. The incumbent provides extensive internal and external coordination and oversight in preparing analytical and decision documents in support of the multi-year capital leasing program development activities. In accordance with VA's capital lease acquisition process and in compliance with all related Federal Acquisition Regulation (FAR) requirements he/she develops a full business plan to support and justify the need for leased property/space and prepares briefing materials on programmatic issues for programmatic decisions. The incumbent works with VA customers on the space and service needs for a designated lease facility, assists with determining the delineated areas, drafting the statements of work (SOW) or Notices of Federal Interest (NFI) documents and ensuring they are submitted timely, space design and floor plan layout. Property Management of Leased Property He/she is responsible for services provided under the purview of support services and building operations which include, but are not limited to: maintenance, repair, cleaning, grounds keeping and disposal of furniture, fixtures, and equipment (FF&E); routine construction; and engineering to include mechanical, electrical, and plumbing. He/she is also responsible for the oversight of employee relocations and property moves within the leased property. He/she issues instructions, interprets and makes available pertinent guidelines, holds briefings, defines objectives and otherwise coordinates individual and service line activities, as necessary. Space Management in Leased Property He/she develops leased property space requirements and coordinates all phases of the lease acquisition process following all FAR (Federal Acquisition Regulation) requirements. He/she is responsible for assembling property assessment teams and working closely with each Service Line and the VISN Contracting Officer to complete the Solicitation for Offer (SFO). He/she uses the Space and Equipment Planning System (SEPS) software program to determine the space needs and allocations for leased spaces. Special Projects He/she uses standard analytical techniques to perform a variety of duties including conducting extensive research and compilation of data from diverse sources within and outside of VHA. He/she is an active participate in the Strategic Capital Investment Plan (SCIP) and Health Care Planning Model (HCPM) processes for the medical center regarding future lease acquisitions and assists site managers with development of complete business plans for activation of new sites of care. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/12/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials along with your most current SF50 (1/24 Pay Adjustment). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower GS-11 grade level in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: planning acquisition, activation, renewal & termination of VA lease spaces, coordinating space design, floor plan layout & activation of VA lease spaces, data analysis & AD Hoc studies for business case develop, and COR experiences. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some physical effort (primarily walking buildings, spaces and construction zones) may be required. The incumbent will be subjected to stressful situations due to short timeframes for completion of assignments and potential conflicts. He/she must have adequate vision to use a computer, read printed material, floor plans, schematics and charts as required. He/she must be able to hear normal voices and able to speak to an audience effectively. Work Environment: The work is generally performed in a typical office setting within a medical facility or one of its leased sites of care. Work sites are properly heated, lighted, and air-conditioned. Travel is required to all leased facilities for routine and emergent operations management needs. Travel is also required to potential new sites of care as part of the acquisition process and various meetings. Use of government vehicles will be furnished for such travel.
