This position is located in VA Central Office, Washington, DC, in the Chief Strategy Office (CSO). The incumbent in this position serves as the Management and Program Analyst, Strategic Oversight within the Veterans Health Administration (VHA) Strategic Planning Service. The analyst is recognized as a national expert and advisor to VA and VHA leaders and other Federal agencies on performance planning and goals.

Duties
The Incumbent performs the following major duties and responsibilities:
Conduct analyses of complex issues in a health care delivery setting.
Coordinate with key stakeholders to develop bi-annual goals that build on existing indicators and data collection efforts, while considering the development of new metrics where needed.
Coordinate and oversee the development and implementation monitoring of inputs to the report to Office of Management and Budget.
Develop presentations and reports for VHA and VA senior leaders to communicate goals, measures, analyses, and progress, results and challenges within VA, VHA and to the general public.
Review administrative audits and investigative reports to determine potential performance management changes or corrective action required.
Work schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm (Compressed/Flexible Schedule: may be Available)
Telework: Available (applicant is required on site 50% of work schedule per pay period)
Remote: This is not a remote position.
Virtual: the employee may work at a VA facility or other VA-leased space other than the facility that is hiring the employee and is authorized for telework up to 50%.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/01/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You will qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
A comprehensive understanding of the impact of measurement as it relates to the budget justification requirements and public accountability.
Mastery of and skill in applying a wide range of advanced strategic oversight principles, concepts, and procedures.
Expert knowledge of VA, VHA and USH organizational structure, program goals and objectives, management policies, procedures, practices, work processes and administrative operations of the organization.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is primarily sedentary in nature with occasional walking, standing, stooping, bending, reaching, and carrying of loads weighing up to 20 pounds required.
