The primary purpose of this position is to serve in the Federal Emergency Management Agency (FEMA) Response Directorate as the U.S. Northern Command (USNORTHCOM), Deputy for Plans Integration, responsible for coordinating and integrating national and regional planning with Federal agencies across the whole government.

Duties

Continued from Summary: Synchronizes Department of Defense (DoD) and USNORTHCOM operational planning with FEMA and the Interagency community in order to shape the environment in support of USNORTHCOM military objectives and U.S. Government (USG) strategic objectives to foster unity of effort across the USG. Duties: Serves as the NORAD and USNORTHCOM Senior Planner and coordinating authority responsible for executing FEMA/USNORTHCOM Integrated Planning Initiatives. Delivers analytic/military expertise on joint operational planning for Homeland Security/Defense and Civil Support missions. Participates in major civil support and national Security Emergency exercises, war games, and contingency operations.

Qualifications

Continued from Conditions of Employment: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP. May be required to perform Battle Roster functions during Exercise and Real World events. Battle Roster functions may include, but are not limited to, Future Operations Center (FOC), Future Plans Center (FPC), Joint Logistics Operations Center (JLOC), N&NC Deployment and Distribution Operations Center (NDDOC), Joint Intelligence Operations Center- North (JIOC-N), Joint Cyber Center (JCC), and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations. This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. Applicants for positions designated as "Key" positions who do not agree to this condition shall not be extended an offer of employment. The employee must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve while assigned to this position. IAW DODI 3020-42 the position has been locally or command designated as Mission Essential (ME) performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions IAW, DODI 3020-42, Defense Continuity Programs. Work may occasionally require travel away from the normal duty station on military or commercial aircraft in accordance with Joint Travel Regulations in performance of temporary duty (TDY). Employee may be required to work and/or be "on call" after normal duty hours, which may include evenings, weekends or holidays and is subject to short- or no-notice recall to duty during exercises, crises, or contingencies. Employee may be required to work non-traditional duty hours and/or be "on call" after normal duty hours, which may include evenings, weekends and holidays. Overtime may be required on short notice. Shift work may be necessary during exercises, crises, or contingencies. Frequently, incumbent may be required to be on a two or four-hour recall. Employee will be required to attend periodic command and/or civic related social functions and related events after normal duty hours. In the performance of assigned duties, employee uses tact, diplomacy, and professionalism to promote effective working relationships with a variety of offices and agencies. YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request. Emergency Management and/or Disaster Assistance experience is highly desirable. Work is often performed under tight timelines and high-pressure. Some travel to field locations may be required where the employee must participate in emergency assignments and therefore, must be prepared to relocate to emergency sites, when necessary, where conditions may be austere for short periods of time. Position requires to serve for prolonged periods of emergency operations at Mt Weather Emergency Operations Center (MWEOC). Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Group Coverage Qualification Standard for Administrative and Management Positions for the GS Emergency Management Series 0089. SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience at the next lower grade (GS-14) in Federal service or equivalent in other pay systems which includes mastery knowledge of DoD authorities for homeland defense and civil support missions, programs, functions, and processes to coordinate support to Federal Agencies supporting states, tribal nations, territories, local governments, individuals, non-governmental organizations, and other members of the national community; Expert knowledge of Chairman, Joint Chiefs of Staff Joint Strategic Planning System processes; including understanding of DOD strategies, policies and plans, the Unified Command Plan, Contingency Planning Guidance, Guidance for the Employment of the Force, Joint Strategic Campaign Plan, National Security Strategy, National Military Strategy, National Defense Strategy, and other National and DOD strategic guidance related to national security to advise senior leaders on compliance with national security goals and objectives; Knowledge of Emergency Management principles, mission areas, core functions, and the managerial functions associated with national emergency disaster planning and response; Expert knowledge of NORAD and USNORTHCOM program goals and objectives, the sequence and timing of key planning and operational events and milestones including command decision frameworks and methods of evaluating the effectiveness of planning actions related to command event and the relationship of the various command entities involved in the overall program planning and execution of military planning and operations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 level is required to meet the time-in-grade requirements for the GS-15 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS, AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  1. Knowledge of DoD Joint Strategic Planning System, and the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to point operational planning at the strategic and operational levels of warfare. Knowledge of the missions, roles, functions, organizational structures, and operations of FEMA, DHS, DoD, Combatant Command Joint Staff, and other U.S. Government (USG) agencies involved in Homeland Security and national Preparedness missions to synchronize, coordinate, and integrate plans and operations.
  2. Knowledge of Emergency Management principles, mission areas, core functions, and the managerial functions associated with national emergency planning response..
  3. Ability to make critical and objective characterization judgments, formulate recommendations that may have major national impact/consequences, and transmit those recommendations, clearly and concisely, to high-ranking military and civilian authorities. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
  4. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. Conducts briefings and produces written materials that convey complex information to General Officer/Flag Officer/Senior Executive Service level government leadership. Ability to plan, design, and carry out major studies/projects or lead study groups tasked to originate new ideas, projects and methodologies.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214, Certificate of Release or Discharge from Active Duty.
