Duties
Typical work assignments include:
This position supports CISA and FEMA disaster response operations to mitigate risk and respond to potential or actual impacts to local, regional, or national infrastructure, and facilitate stabilization of community lifelines and critical supply chains.
Management and execution of Emergency Support Function #14 (ESF #14) Cross-Sector Business and Infrastructure operations as defined in the ESF #14 Annex to the National Response Framework (NRF) 4th Edition.
Lead coordination with FEMA ESF #14 co-primary agency personnel and ensure efficient and unified response operations.
Represent and brief ESF #14 operations during incident response meetings and conferences.
Provide coordination and application of ESF #14 and CISA capabilities to major activities to ensure the capability to continue essential functions during any event or incident.
Developing and updating of operating procedures, desk guides, training program, and other core documents.
Conducting outreach and engagement efforts with Federal, State, and local officials, and private sector partners to develop mutually supporting relationships for steady-state and disaster response operations.
Qualifications
You qualify for the GS-14 grade level, if you have:
EXPERIENCE: At least one (1) year of specialized experience at the GS-13 grade level (or equivalent) performing the following duties:
Providing guidance during crises or urgent situations within the pertinent domain to mitigate immediate and potential threats;
Managing and coordinating all Federal emergency management response operations;
Planning and integrating of Federal, State, local, tribal, territorial, nongovernmental organizations, and private sector disaster programs; and
Coordinating and ensuring efficient and effective delivery of immediate emergency assistance to individuals, communities impacted, and overwhelmed by these intentional or unintentional crises, disasters, humanitarian emergencies, hazards, or natural and manmade or technological incidents.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying).
