This position is located in the U.S. Department of Labor (DOL), Employment and Training Administration (ETA), Office of Apprenticeship (OA). It is established to analyze and advise management on policy-related matters, the effectiveness of program operations, and/or the productivity and efficiency of program operations.
Duties
As a Program Analyst, your duties include, but are not limited to, the following:
Applies both government and industry acquisition procedures, from a global perspective.
Provides advice and guidance on investment matters including feasibility of meeting requirements through procurement or alternative means.
Assists in completing contract activities including the development of RFPs or FOAs; pre-solicitation requirements, award roll-out activities; and post-award implementation activities.
Monitors administration of investments and related activities to include acceptance of monthly or quarterly reports, and approval of deliverables for assigned investments.
Plans, develops, and conducts acquisition management support and financial analyses of current or projected contracting programs.
Interviews employees and supervisors to collect factual information on the operations surveyed; observes work in process; and reviews files and other record material on workload and accomplishments.
Engages in strategic communication and information sharing with OA staff and apprenticeship stakeholders to promote, establish and expand the use of quality apprenticeship programs across the country.
Conducts outreach and follow up on referrals with potential business customers, provides ongoing support and technical assistance to customers in achieving program development and establishment of apprenticeship programs. Plans, implements and supports marketing and outreach efforts to promote expansion of the use of apprenticeship across the country.
Serves as program analyst and advisor to management on the evaluation of the effectiveness of the OA's programs and operations.
Analyzes and evaluates on a quantitative/qualitative basis the effectiveness of line program operations in meeting established goals and objectives.
Develops knowledge of management systems for evaluating and monitoring performance of investments. Maintains and improve knowledge around evaluating and monitoring performance of investments by attending all pertinent trainings, including but not limited to FPO training, COR/PM trainings, Appropriations Law, and other trainings as offered by DOL.
Develops plans with milestones for administration of each assigned contract and/or grant program. Employee is considered the subject matter expert and prepares all position papers and verbal or written presentations in these specific areas.
Provides guidance and advice on effective internal and external evaluations of acquisition management operations.
Tracks the execution of all investments to ensure funding is applied in a timely manner, conducts analyses and evaluations, and coordinates approval of all acquisitions.
Drafts and/or modifies policy and technical assistance tools and informational documents intended to facilitate apprenticeship compliance and modernization efforts, such as compliance checklists, policy analysis documents and backgrounders, standard operating procedures, bulletins, desk aids, fact sheets, reference guides, manuals, and Web and educational materials.
Develops technically accurate informational materials, policy guidance, speeches, talking points, and briefing materials for management on apprenticeship topics that are consistent with the policy approaches and priorities of the Administration.
Requirements
- Must be at least 16 years old.

- Candidate required to obtain the necessary security/investigation level.
- Requires a probationary period if the requirement has not been met.
Qualifications
For GS-13: Applicants must have one year (52 weeks) of specialized experience equivalent to at least the next lower grade level, GS-12, in the Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Examples of specialized experience include:
Experience managing contract procurement processes and such as managing contracts and contract programs;
Experience developing, drafting, and/or executing contract opportunities, Requests for Proposals (RFPs), policy guidance, or technical assistance;
Experience conducting analyses and making recommendations based on contract performance data;
Experience with employment and training performance systems or government acquisition systems, such as Acquisition Management Systems and Financial Management Systems.
