This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicaid and CHIP Services (CMCS), State Demonstrations Group (SDG), Division of Demonstrations Monitoring & Evaluation (DDME).
As a HEALTH INSURANCE SPECIALIST, GS-0107-14, you will serve as a Technical Director providing complex technical and analytical capabilities to support development of Medicaid section 1115 demonstrations.
Duties
Direct project management support and serving as a Medicaid or national health coverage program team leader in reviewing, evaluating, and analyzing state Medicaid section 1115 demonstration monitoring plans and evaluation designs.
Provide expert technical consultation with inter-agency or inter-HHS departmental technical work groups and participate in decision-making on projects, financial, delivery performance, or health insurance to CMS, or another agency in HHS.
Analyze and evaluate proposals which relate to health care financing, service delivery system performance and program integrity, and developing recommendations to leadership regarding technical acceptability.
Serve as senior liaison and point of contact for the division to other components on these functions.
Lead or editing technical and non-technical documents for a diverse audience including leadership.

In order to qualify for the GS-14 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: 1. Overseeing the conduct of evaluations of programmatic, financing or provider reimbursement policies for demonstrations under state or national healthcare programs; 2. Providing technical guidance on policies or initiatives related to Section 1115 demonstrations for Medicaid or national health coverage programs; AND 3. Leading assigned program activities or projects.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
