As a Health Insurance Specialist (Customer Support) at the GS-0301-9/11, you will be part of Healthcare and Insurance, Office of Personnel Management. If selected, you will be responsible for serving as the primary liaison for program participants, providing administrative support within the team, reviewing, and analyzing Carrier applications, monitoring contracts, collaborating with carriers, and assisting with Open Season preparation.
Duties
Assists with reviewing evidence submitted by health plans applying for participation in the Postal Service Health Benefits Program.
Advises carriers on OPM's implementation of changes in the laws and regulations.
Assists customers with routine requests, such as connecting them with the appropriate agency officials for assistance.
Assists with reviewing annual proposals submitted by health plans for negotiation of health benefits contracts and Open Season materials.
Qualifications
For the GS9/11: You must have at least one year of specialized experience which is equivalent in difficulty and complexity to the GS-07 grade level in the Federal Service (obtained in either the private or public sector) which demonstrates the following:
Provides policy oversight for various insurance and benefit programs;
Assist in preparing health benefits brochures; and
Serve as a point of contact for customers with routine requests.
OR
GRADUATE EDUCATION: A master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., in Healthcare Administration, Health Policy, Business Administration, Management or other related degree.
OR
COMBINATION OF EDUCATION AND EXPERIENCE TO QUALIFY AT THIS LEVEL: You must have a combination of successfully completed post-high school education and experience may be used to meet total qualification requirements. To calculate, divide the number of semester hours earned (in excess of 18 semester hours) towards a graduate degree by 18. If your education is in quarter hours, convert to semester hours by multiplying the number of quarter hours earned by 2/3rds. Then divide the number of months of full-time experience by 12. If your experience was part-time, convert to full-time by dividing the number of hours worked per week by 40 then multiply by number of months. Add the two percentages. The total must equal at least 100 percent to qualify.
For the GS 11: Must have one year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the private or public sector) performing the following:
Review evidence submitted by health plans applying for participation in the Federal Employees Health Benefits Program for compliance with the law, regulations, and office policies and practices;
Assist in preparing health benefits brochures;
Serve as primary point of contact for customers with routine requests; AND
Review carrier benefit changes or clarifications.
OR
Have a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph.D or LL.M.(You must submit a copy your transcripts.) accepted degrees for this position are as follows: Business Administration, Management, Political Science, Public Policy, other related degree programs.
OR
Have combination of experience and education with qualifies for the GS-11 level. (You must submit a copy your transcripts.)
