The position is telework eligible consistent with the Agency’s telework and remote work program policy.This position is located in the Office of Postsecondary Education (OPE), Higher Education Programs (HEP), in Washington, DC. The HEP office is responsible for analyzing and advising management on the evaluation of effectiveness of programs and operations or the productivity and efficiency of management or both.

We encourage you to read this entire vacancy announcement prior to submitting your application.As a Management and Program Analyst, GS-0343-13, you will be responsible for:• Serve as a subject matter expert and program manager for grant portfolios. • Coordinate all aspects of the grant administrative process. • Provide advice and develop new methods and procedures relating to program management.• Provide technical and policy assistance to grantees and potential applicants.• Establish monitoring criteria and plan to ensure the effectiveness and progress of projects, and to determine compliance.

Minimum Qualification Requirements
You may meet the minimum qualifications for the GS-13, if you possess the specialized experience below.Specialized Experience for the GS-13One year of experience in either federal or non-federal service that is equivalent to at least a GS-12 performing two (2) out of three (3) following duties or work assignments:1. Experience providing guidance in carrying out grant initiatives, in using the discretionary or formula grants process, to assist with the implementation of the legislative and regulatory requirements of Higher Education Programs (HEP) programs.2. Experience providing programmatic and financial management support in both written and verbal formats in analyzing data, ensuring compliance, making recommendations, and identifying current and future program trends that can improve program effectiveness and efficiency.3. Experience conducting technical assistance workshops, in monitoring and with site visits to determine whether federal funds are being used appropriately.Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). Knowledge of pertinent laws, policies, regulations and precedents applicable to the program.2. Skill in managing grants and serving as a warranted license holder to obligate grants.3. Skill in adapting analytical techniques and evaluation criteria to measure/improve program effectiveness/organization productivity.4. Skill in communicating effectively, both orally and in writing, for the purpose of responding clearly and concisely when conveying policies, guidelines and procedures.5. Skill in planning, scheduling and conducting projects and studies to evaluate and recommend ways to improve work operations.
