This position is in the Department of Veterans Affairs (VA), Office of Information and Technology (OIT),
Software Product Management (SPM). SPM provides central management of a technical
framework promoting one technology vision across VA, which supports system optimization,
integration, and interoperability throughout the enterprise. The incumbent serves as a Product
Manager for one or more products varying in size and technical complexity.

Develop and maintain strategic plans.
Develop methods to monitor and measure risk, compliance, and assurance efforts.
Ensure that all acquisitions, procurements, and outsourcing efforts address information security requirements consistent with organization goals.
Develops and maintains the product mission, vision, and strategic roadmap. Provides the strategic roadmap for team members who research, analyze, and synthesize information from disparate sources into cohesive and comprehensive artifacts and responses that adhere to appropriate standards and requirements.
Coordinate and manage the overall service provided to a customer end-to-end.
Perform needs analysis to determine opportunities for new and improved business process solutions.
Provide ongoing optimization and problem-solving support.
Responsible for the planning, development, technical direction, execution, and evaluation of various VA and OIT Productivity and Performance Improvement programs and initiatives.
Develops quality drivers and quality control processes and associated metrics to ensure established goals, objectives, quality targets and deadlines are met.
Reviews comprehensive strategy requirements to ensure alignment with business objectives, monitors process performance, reviews opportunities for improvements, and communicates the product development processes and any significant changes to stakeholders.
Provides guidance and instructions, performs program evaluation, assesses training and technical execution and the implementation of assigned productivity improvement areas for OIT and SPM.

You must meet both the Basic Requirement and the Specialized Experience to qualify for this series as described below.
BASIC REQUIREMENT:
Applicants must have IT-related experience demonstrating each of the four competencies listed below at a proficiency level equivalent to the next lower grade level in federal service.

AND
Specialized Experience: You must possess one year of specialized experience equivalent to at least the GS-13 level. Specialized experience for this position is defined as the following:
Experience in management of large IT software products/projects including modernization of complex IT software products in both Cloud and on-premise environments utilizing SAFe, Agile and DevOps methodologies including acquisition, solutioning, development, modification, modernization, integration, enhancement, deployment, sustainment, and product decommissioning. Experience in data analytics and analysis, data science and data governance at large scale. Experience with analytic COTS products and analysis languages such as R, python, or Apache Spark.
