This position is located in the Office of the Chief Financial Officer,Travel, Charge Card, and Analytics Division. The Senior Travel Specialist is responsible for analyzing and evaluating the current operations of the travel programs;making recommendations to improve the efficiency and effectiveness of operations and implementing approved changes;and reviewing pertinent legislation and changes to policy to determine impact on the programs and necessity for developing new guidance for operations.

Duties

As a Management Analyst (Senior Travel Specialist), GS-0343-14, you will perform the following major duties: Oversees the travel, travel card, and travel voucher post audit programs and resolves day to day problems within the programs. Analyzes and evaluates the current operations of the travel programs; making recommendations to improve the efficiency and effectiveness of operations and implementing approved changes. Reviews pertinent legislation and changes to policy to determine impact on the programs and necessity for developing new guidance for operations. Formulates, develops, implements, and maintains agency policies and procedures for the oversight and operation of the agency's travel and travel card programs in accordance with applicable laws, regulations, and guidance. Leads the agency's efforts to ensure compliance with all applicable financial and travel laws and regulations, including the Federal Manager's Financial Integrity Act, revised OMB Circular A 123, Management's Responsibility for Internal Control and the Federal Travel Regulation. Resolves day-to-day problems relating to travel policy, processing of documents through the agency eTravel system, and use of the agency travel cards and oversee requests for travel cards and access to the agency eTravel system.

Qualifications

GS-14: You MUST have one year of specialized experience equivalent to at least the GS-13 grade level in the Federal service (experience may have been gained in the private sector). Specialized experience is defined as: Knowledge of Federal regulations, principles, rules, procedures, and operations sufficient to perform the full range of duties associated with managing or assisting in managing an agency travel program or government travel charge card program. Experience utilizing information systems to review, research, and summarize travel or travel charge card activity, conduct assessments and resolve issues. Experience determining compliance with travel and travel charge card policies and procedures and directing or proposing appropriate correction of documents, claims, policies and procedures; provide formal and ad hoc travel and travel system training to managers, administrative staff, and travelers; and Demonstrated ability to communicate and resolve issues related to customer travel, compliance with travel and travel charge card policy and procedure and/or travel and travel charge card reporting.
