This position is located at VISN 19 VA Medical Center, Grand Junction, CO. The incumbent serves as the Deputy Director for the National Disabled Veterans Winter Sports Clinic (NDVWSC). This is one of six national programs designed to serve specific segments of the Veteran population. NDVWSC serves Veterans with visual impairments, amputations, traumatic brain injuries, psychological trauma, certain neurological conditions, spinal cord injuries, and other life changing disabilities.
Duties
Responsible for interpreting administrative policies, developing implementing or local policies, defining administrative requirements. and/or providing advice to top management on related issues.
Ensures effective use of office staff and recommends needed changes to enhance central support services. Assists operating managers in implementing actions designed to improve administrative operations or resources.
Coordinates and determines program goals and objectives, develops short- and long range plans for achieving them in conjunction with the overall plans of the NDVWSC and consistent with the strategic planning process.
Evaluates and monitors administrative activities and makes substantive recommendations for program improvements.
Directs a comprehensive evaluation of program goals and objectives and makes necessary adjustments to improve delivery of patient care services.
Administers and ensures compliance with a system designed for the development and communication of program policies and procedures in accordance with new or existing rules and regulations.
Manage preparing procurement requests, evaluating proposals for work, ensure assignment of a Contracting Officer Representative (COR) for management, and or maintaining procurement and contracting records.
Negotiates business agreements and contracts involving sums that may be in excess of one million dollars and represents the organization with respect to contract changes, adjustments or settlements and assist with the resolution of contractor claims, delays, and suspension of work.
Provide expert advice on procurement issues and ensure that procurement regulations are understood and adhered to.
Participates in planning and development of current and proposed program objectives in conjunction with the Director, NDVWSC, developing short and long-range fiscal year plans that meet the objectives of current and proposed programs.
Protects integrity of the budget, position management, classification and other processes to ensure compliance with existing statutes, and regulations; and takes timely corrective action where delegated responsibilities are not being properly applied or executed.
Works with key staff in the formulation of budgets for their respective services; gathers data from past expenditures, changing priorities in operation of programs, advising management of shortages, or ensuring the use of cost- conscious ideas.
Work Schedule: Monday-Friday, 8:00am-4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/04/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: developing detailed plans, goals, and objectives for the long-range implementation and administration of programs, and/or developing criteria for evaluating the effectiveness of a program; planning and managing a major administrative adaptive sports program; collaborating to develop long-range program plans, goals, objectives, and milestones or evaluating the effectiveness of programs conducted throughout an agency, or a regional structure of equivalent scope; identifying and developing ways to resolve problems or cope with issues which directly affect the accomplishment of principal program goals and objectives; developing new ways to resolve major administrative problems or planning the most significant administrative management aspects of professional or scientific programs.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work requires some physical exertion such as long periods of standing, walking, or recurring crouching, bending, standing, such as in performing regular and recurring activities required for this adaptive sports medicine position, including equipment inspections in storage facilities, and operations assessments in venues where healthcare for this national rehabilitation event are delivered. Work also includes lifting of moderately heavy items weighing more than 23 kilograms (i.e., over 50 pounds) such as record boxes, adaptive sports equipment, and other program equipment that facilitate rehabilitation at the National Disabled Veterans Winter Sports Clinic.
