Duties
Provides leadership, technical advice, and assistance to Field Office supervisors and resources staff; along with assuring the quality of work is maintained throughout the Field Office.
Determines work priorities for the Field Office.
Responsible for administration of a variety of management programs such as safety, upward mobility, cost reduction, EEO, drug free workplace, etc.
Performs personnel management functions. Establishes performance standards and evaluates performance.
Directs field office resource management activities so they remain consistent with BLM goals, objectives, and policies.
Responsible for planning, organizing, implementing and evaluating a broad array of complex resource programs requiring intensive multiple-use management and protection of a variety of resources.
Issues decisions on controversial issues involving public lands and resources.
Coordinates land and resource planning and management with representative of Federal, State, Tribal, and local governments, the general public, public land users, and private landowners.
Directs administrative activities in support of operational programs.
Responsible for maintaining a sound organization that effectively and efficiently uses personnel, equipment, materials and financial records.
Requirements

- Supervisory Probationary Period: If you are selected for this position, you will be required to serve a one year supervisory/managerial probationary period if one has not previously been completed.

- An applicant appointed to this position must possess (or obtain within 30 days of entrance on duty) and maintain a valid state driver's license while employed in this position.

Minimum Qualifications for the 0301 series at the GS-13:
You must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity as indicated by the following:
Planning, organizing, implementing, and evaluating an array of complex resource programs with a focus on recreation, lands and realty, range, and mineral resources.
Determining work priorities and directing accomplishment of an approved Annual Work Plan and submitting preliminary budget estimates.
Coordinating land and resource planning and management with stakeholders from the public and private sector.
Conducting public relations and awareness activities that emphasize Bureau and cooperative programs and accomplishments.
Managing personnel in accordance with merit principles and EEO guidelines.
Establishing policies and goals for employees to accomplish organizational and professional objectives.
Selecting, training, evaluating, and mentoring employees, including initiating disciplinary action when necessary.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must meet all qualification requirements within 30 days of the closing date of the announcement.
Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
Physical Demands: Normally works in an office setting with occasional trips to the field. Occasionally required to walk moderately long distances over rough terrain during normal fieldwork.
Work Environment: Office work is accomplished in an adequately lighted and heated facility. When in the field, subject to injuries when walking in rough terrain and exposure to uncomfortable hot and cold temperatures. Incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer.
