This position is with HQ/National Conservation Lands & Community Partnership Directorate (HQ400) located in Grand Junction, CO. Duty location of this position may be Grand Junction, CO or Washington, DC. Information about Grand Junction and the surrounding area can be found here. We expect to fill one (1) vacancy at this time; however, additional positions may be filled from this announcement if they become available.

Duties

Responsible for identifying objectives, policies and standards that promote the appropriate management of conservation lands, heritage resources, and the recreation program. Draft and write proposed and final rules, preambles, and regulatory text, including developing language for regulatory amendments in accordance with Federal Register requirements. Conduct assessments of Directorate management practices that affect the organization's resources or capability to implement the Administration's policies and established regulations and laws and meet the needs of the BLM. Coordinate with the Legislative Affairs staff to identify, develop and transmit to Congress high priority legislative initiatives. Ensure full and prompt responses are made to Congressional, public, and other agency inquiries. Collect/analyze qualitative/quantitative data gathered by BLM Field Offices, industry, and various other sources to aid in the development of options to coordinate, expedite, or otherwise improve natural resources and healthy ecosystems development. Analyze and summarize public comments on proposed rules and develop recommendations for the development of final rule packages. Ensure headquarters and state office officials are fully informed about key issues of concern by Congress on BLM conservation, cultural, and recreation issues. Enunciates/clarifies policy for Directorate management, translates policy into strategy/implementation plans for action by the appropriate programs or field offices, assures adherence to national policy and provides specific guidance for the AD. Monitors and assesses the Directorate targets and accomplishments; provides management oversight of the development, review, and evaluation of proposed organizational, staffing and program operations that vary from year to year. Maintain financial data to make appropriate policy decisions regarding the Directorate' s programs; works with budget staff to develop briefings for the Congressional staff for Appropriations. Generates management reports; initiates requests, justifications and other report documents as needed by the AD or DAD.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. FOR GS-14: You must possess one (1) full year of specialized experience at or equivalent to the GS-13 level that is equivalent in difficulty and complexity as indicated by the following examples: Experience providing advice and guidance to management officials on National Monuments, National Conservation Areas and similar designations, Wilderness Areas, Wilderness Study Areas, National Wild and Scenic Rivers, and National Scenic and Historic Trails, recreation, environmental and heritage education, interpretation, partnerships, volunteers, youth, and cultural and paleontological resources. Experience evaluating and assessing program results, processes and environmental functions related to public land management. Experience developing and tracking budgets and associated targets; and experience producing/editing written materials and communicating orally with a wide variety of audiences representing diverse interests and knowledge regarding natural resource management issues. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the announcement.
