This position is located in the Center for Analytics (CfA) within the Office of Management Strategy and Solutions (M/SS). The position serves as a Budget Analyst with responsibility and oversight for all budgetary operations in CfA as well as Contracting Officer Representative (COR) responsibilities.
Duties
Plans, organizes, coordinates, and provides advice and recommendations for budgetary actions. Formulates budget estimates for multi-year programs and develops narrative justifications for the budget.
Develops cost-benefit analysis of proposed budgetary and program actions and advises Bureau officials and program managers of the most advantageous courses of actions. Reviews, analyzes, edits, and consolidates budget submissions.
Advises and assists senior officials by supplying financial management advice and information regarding availability of funds, status, and trends in obligations and/or expenditures, and developing recommendations for budgetary adjustments.
Serves as the Contracting Officer Representative for CfA providing oversight and management of contracts supporting the Center for Analytics. Ensures management and cost controls are in place and reviews and approves monthly invoice submissions.
Designs and implements collaborative programming within the Department to leverage and maximize intra-department synergy between analytics units.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience performing the full range of contract administration responsibilities including incremental funding, preparation of rate and cost adjustments.
Experience overseeing contracts, resolving complex, high dollar, and/or sensitive issues that, if left unresolved or resolved incorrectly, could seriously impact the project.
Experience performing budget work for internal operating programs in support of one or more of the phases or systems involved in budget administration including the formulation, presentation, or execution of the budget.
There is no substitute of education for specialized experience for the GS-14 position.
