Duties

This position will infrequently require work hours beyond a normal business operations schedule. As the Cybersecurity State Coordinator (CSC) for Hawaii, incumbent will also be required to provide CSC support to the extended Pacific Territories beyond the boundaries of the State of Hawaii. This will require additional routine travel responsibilities beyond the State of Hawaii, to include the Territorial states of Guam, CNMI, and American Samoa, and to the Continental U.S. as mission requires. Typical work assignments include: Performs assessments of systems and networks and identifies where those systems/networks deviate from acceptable configurations, enclave policy, or local policy. Measures effectiveness of defense-in-depth architecture against known vulnerabilities. Assist in identifying, prioritizing, and coordinating the protection of critical cyber defense infrastructure and key resources, and in assessing the impact of implementing and sustaining a dedicated cyber defense infrastructure. Tests, implements, deploys, maintains, reviews, and administers the infrastructure hardware and software that are required to effectively manage the computer network defense service provider network and resources. Monitors various networks to actively remediate unauthorized activities. Responsible for the analysis and development of the integration, testing, operations, and maintenance of systems. Perform security reviews, identify gaps in security architecture, and develop a security risk management plan. Provide cybersecurity guidance to leadership. Serves as a primary point of contact for Regional Directors to State government officials with a specific focus on critical functional cybersecurity issues such as elections infrastructure, and supporting the development of state cybersecurity strategies and cyber response plans. Collaborates with organizational managers and stakeholders to support mission objectives, establish the enterprise continuity of operations program, strategy, and mission assurance, and identify alternative information security strategies to address organizational security objective. Review risk management programs by using evaluation results to create or enhance the effectiveness of the partner's information sharing to support efforts for safeguarding security postures and presents findings to leadership. Collaborates with other Federal departments and agencies, State, Local, Territorial and Tribal Governments, and private sector partners to stay in maintain awareness of potential cyber, physical, and human threats to the IT infrastructure.

Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IN ADDITION TO MEETING THE BASIC REQUIREMENTS ABOVE, YOU MUST ALSO MEET THE FOLLOWING MINIMUM QUALIFICATIONS: You qualify for the GS-14 grade level, if you have: EXPERIENCE: At least one (1) year of specialized experience at the GS-13 grade level (or equivalent) performing the following duties: Providing authoritative technical guidance and oversight related to information systems security to include cybersecurity frameworks, controls and auditing requirements; Monitoring compliance of security programs designed to minimize system vulnerabilities by adhering to information systems security, regulations, protocols or security certification and accreditation requirements; and Serving as a senior representative for complex, high-visibility information technology projects. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualification requirements must be met by the closing date of this announcement.
